Article 37 The State shall formulate a plan for training doctors, establish a mechanism for training doctors and balancing supply and demand to meet the needs of industries and society, coordinate the needs of various medical talents, and strengthen the training of professionals in general practice, pediatrics, psychiatry and geriatrics who are in short supply.

The state takes measures to strengthen the cooperation between doctors and teachers and improve the system of medical college education, post-graduation education and continuing education.

Through various channels, the state strengthens the training and deployment of primary medical and health personnel with general practitioners as the focus.

The state takes measures to improve the education system of mutual learning between Chinese and Western medicine, and to train high-level talents and general practitioners who can provide integrated Chinese and Western medicine services.

Article 38 The State shall establish and improve the standardized training system for residents, improve the incentive mechanism for clinical teaching, ensure the treatment of residents during training, and strictly manage the training process and assess the completion.

The state establishes and improves the standardized training system for specialists, and constantly improves the level of specialist diagnosis and treatment for clinicians.

Article 39 The competent department of health and health of the people's government at or above the county level and other relevant departments shall formulate a training plan for doctors and conduct classified training for doctors in various forms to provide conditions for doctors to receive continuing medical education.

People's governments at or above the county level shall take effective measures to give priority to ensuring that medical and health personnel in grassroots, underdeveloped areas and ethnic minority areas receive continuing medical education.

Fortieth medical and health institutions should rationally allocate human resources to ensure that their doctors receive continuing medical education in accordance with regulations and plans.

The health administrative department of the people's government at or above the county level shall organize and coordinate the medical and health institutions at or above the county level in a planned way to train the medical and health personnel of grassroots medical and health institutions such as township hospitals, village clinics and community health service centers, so as to improve their medical professional and technical ability and level.

Relevant industry organizations should provide services and create conditions for doctors to receive continuing medical education and strengthen the organization and management of continuing medical education.

Article 41 In the annual enrollment plan and education and training plan for medical majors, the state approves a certain proportion for directional training and entrusted training, and strengthens the construction of doctors at the grassroots level and in hard and remote areas.

The relevant departments, medical and health institutions and the personnel who accept the directional training and entrusted training shall sign an agreement to stipulate the relevant treatment, service years, liability for breach of contract and other matters, and the relevant personnel shall fulfill the obligations stipulated in the agreement. The relevant departments of the people's governments at or above the county level shall take measures to strengthen performance management. If both parties to the agreement violate the agreement, they shall bear the liability for breach of contract.

Article 42 The State practices a system of regular physical examination for doctors.

The competent health department of the people's government at or above the county level or the medical and health institutions and trade organizations entrusted by it shall assess the professional level, work performance and professional ethics of doctors according to the professional standards of doctors, and the assessment period shall be three years. For doctors with long-term practice experience and no record of bad behavior, the examination procedure can be simplified.

The entrusted institution or organization shall report the examination results of doctors to the competent health department that has granted registration for the record.

The competent health department of the people's government at or above the county level shall order the doctors who fail the examination to suspend their practice for three to six months and receive relevant professional training. After the expiration of the suspension of practice activities, the examination will be re-conducted, and those who pass the examination will be allowed to continue practicing.

Article 43 The health department of the people's government at or above the provincial level shall be responsible for guiding, inspecting and supervising the examination of doctors.
