In order to ensure the smooth progress of teaching and work in technical schools and improve the teaching quality and management level, according to the guiding spirit of the central authorities' reform of relevant institutions, reduction of staffing, improvement of work efficiency and rational use of personnel, it is necessary to strengthen the management of institutional setup and staffing of technical schools. In order to strengthen the construction of technical schools, improve the teaching quality and management level, and ensure the smooth progress of teaching and other work, according to the instructions of the central authorities on streamlining institutions, tightening staffing, improving work efficiency and rationally using personnel, the institutional setup and staffing of technical schools are now stipulated as follows:

I. Institutional setup

1, the institutions of technical schools can generally set up school-run, academic affairs office, political work office, general affairs office and practice factories (fields, shops). Schools with large-scale internship factories and heavy financial management tasks in production and operation can add financial departments.

2, the number of leading institutions at all levels of technical schools, according to the size of the school, to determine a principal, vice president of one to two people, including full-time party committees (general branch, branch), deputy secretary, * * three to five people. Each department and office generally has one or two deputy directors, and the departments and offices with heavier tasks can add one deputy director.

Second, the preparation standard

(1) Teaching staff refers to teachers of cultural theory courses, teachers of production practice courses, and those who mainly focus on teaching and work for the party and government; 2, "technical school staff" includes the following categories:

(2) Teaching assistants refer to experimental technicians and librarians.

(3) Administrative personnel refer to the full-time staff of the Party, government, industry and youth league, as well as personnel engaged in management work in functional institutions at all levels;

(4) Ground personnel refer to skilled workers, drivers, cooks and office personnel engaged in logistics work.

"Internship factory (field, shop) personnel" includes managers, technicians, skilled workers and other auxiliary workers.

Three, the competent departments and schools should be based on the career development plan, re approved the size of each school, and in accordance with the provisions of the existing institutions and staffing, carefully adjust and rectify.

Four, the school in the specific arrangement of personnel, under the premise of not exceeding the total establishment, should be based on the needs and provisions of the proportion to ensure full-time teachers and teaching assistants. Administrative personnel should be strictly controlled, and the sum of the two types of personnel shall not exceed 35% of the total number of faculty and staff. For ethnic minority areas, outer suburbs, schools that independently organize the supply of daily necessities for teaching staff and schools with collective welfare facilities, the staffing may be appropriately increased, but generally it shall not exceed 5 ~ 10% of the total staffing of teaching staff. The wages and other expenses of the internship factory (field, shop) that undertakes the production and operation tasks shall be paid from the production income.

Five, some technical schools set up special types of work (professional), according to the principles of these provisions, combined with the actual situation of the school, the establishment of staffing, determined by the school authorities in conjunction with the preparation department.

Six, technical school organization and staffing, by the school authorities in accordance with the provisions of the principle of examination and approval, reported to the local labor and personnel departments at the same level for the record.

Seven, we should actively do a good job in the placement of supernumerary personnel. For schools with supernumerary staff, the competent authorities should urge and assist schools to formulate plans and specific resettlement measures to reduce supernumerary staff.
