Introduction to energy-saving evaluation Energy-saving evaluation refers to the analysis and evaluation of the scientificity and rationality of energy consumption of fixed assets investment projects, and puts forward countermeasures and measures to improve energy utilization efficiency and reduce energy consumption, so as to provide scientific basis for project decision-making. According to the relevant regulations of the National Development and Reform Commission, before the project is examined and approved or put on record, the project unit should report to the Provincial Development and Reform Commission or the Industry and Information Committee for energy-saving review, which belongs to the fixed assets investment project (industrial project) that has been approved and implemented with the industry access policy or the annual comprehensive energy consumption of more than 2,000 tons of standard coal. According to experts from China Carbon Information Research Institute, the project unit shall report to the national and municipal energy-saving administrative departments for energy-saving review of fixed assets investment projects below 2000 tons of standard coal. According to the requirements of Energy Conservation Law, energy conservation assessment and review should be a mandatory precondition for the approval, approval and construction of fixed assets investment projects. That is, the competent department of energy conservation is responsible for organizing the implementation of energy conservation assessment and review. If the assessment is unqualified, the project examination and approval unit shall not approve it, and the construction department shall not start construction. This means that "energy assessment" will become the pre-examination of project construction, just like "environmental assessment". Section evaluation work includes two links, one is to write a special article on energy conservation, and the other is to evaluate energy conservation. The writing of the energy-saving chapter is entrusted by the project unit to a qualified engineering consulting unit, and the energy-saving evaluation is entrusted by the National Development and Reform Commission to an intermediary agency to put forward evaluation opinions on the energy-saving situation of the project. The basis of energy-saving assessment is 1. Relevant laws, regulations and plans. 2. Industrial policies and access conditions. 3. Industry-related standards and specifications. Standards and specifications in management and design; Standard of product energy consumption limit; Standards for rational use of energy; Energy efficiency standards for industrial equipment. 4. Standards and specifications related to architecture. 5. Traffic related standards and specifications. 6. Energy efficiency standards of relevant end products. 7. Domestic advanced level and international advanced level in the same industry. 8. Public construction projects with a construction area of over 20,000 square meters (inclusive); Residential construction projects with a construction area of over 200,000 square meters (inclusive); Other projects that consume more than 2000 tons of standard coal in other years (inclusive). Main procedures of energy-saving evaluation and review: After accepting the application for energy-saving review of the project, the National Development and Reform Commission and the Commission of Industry and Information Technology may designate qualified consulting institutions to evaluate the energy-saving of the project and issue an evaluation report. The evaluation fee is collected from the pre-project cost (easy carbon house).
