First, the principle of enrollment
1. Actively respond to the peak of enrollment in this district, optimize the allocation and overall planning of preschool education resources, and properly arrange eligible school-age children in the region to enroll. Adhere to the principle of "relative proximity, giving priority to households", and formulate enrollment methods according to local conditions for different plots and different types of parks according to the allocation of resources in this area. Individual plots that need to break through classes due to structural shortage of resources must be reported to the District Education Bureau for approval before implementation.
2. According to the unified deployment of admission work, each park should implement "one net running" in accordance with the time nodes and work requirements of the three stages of information registration, registration verification and admission notice, so as to facilitate parents and carry out the admission work of school-age children in an orderly manner.
3. Adhere to the principles of openness, fairness and impartiality, and actively announce relevant information about enrollment to the public through website publicity, announcement of enrollment and distribution of relevant publicity materials, and implement sunshine enrollment.
Second, the work content
School-age children's admission work is mainly divided into three stages: information registration, registration verification and admission notice.
(1) information registration
Guardians of school-age children need to register school-age children's enrollment information in the Shanghai school-age children's enrollment information registration system (visit the special column of "School-age children's enrollment in 2022" on the homepage of Shanghai Internet Information Office, or visit the homepage of "School-age children's enrollment in 2022" on the mobile terminal).
1. Scope of registered objects
In 2022, the enrollment information is registered for the guardians of school-age children of the permanent population in this district who were born from September to March of 18.
Child guardians who sign up for kindergartens and middle and large classes are not the object of this unified information registration.
2. Status of registered objects and children
Children and guardians must hold one of the following documents according to their own conditions:
(1) Household registration in this district: resident ID card (No.);
(2) Non-local household registration: Shanghai residence permit or Shanghai residence registration certificate, Hong Kong and Macao residents' travel permit to and from the mainland or Hong Kong and Macao residents' residence permit, and mainland travel permit for taiwan residents or Taiwan Province residents' residence permit;
(3) Foreign nationality: passport.
3. Registration time and method

4. Confirmation and modification of information registration
Guardians of school-age children shall enter or confirm the names, certificate numbers, residence and other relevant information of guardians and children provided by the municipal electronic license database.
(1) If the information in the "Shanghai School-age Children's Enrollment Information Registration System" is found to be inconsistent with the actual situation, the guardian can modify it in the system according to the information of the certificate he holds.
(2) For children who have obtained all kinds of certificates required for admission to the park, but the information is not displayed in the "Shanghai School-age Children Admission Information Registration System", the guardian can register according to the information of the certificates held.
(3) Children who fail to apply for all kinds of documents on time due to special circumstances can make up the records through the reservation information of Shanghai Jing 'an District Admissions Advisory Platform during the registration verification stage.
After the guardian successfully registers the information, in principle, the information will not be modified. If it is really necessary to modify the information, the guardian will complete the information modification at the registration and verification stage with relevant certification materials.
(2) Registration verification
1. Enrollment target:
School-age children (over 3 years old) born from September 1 day, 2065438 to August 3 1 day, 2065438, who are in good health and meet the admission requirements in this district.
For children who were unable to enter the park because of their physical condition in that year, the guardian can apply to the District Education Bureau with relevant supporting materials, and after being audited by the District Education Bureau and fulfilling the filing procedures, the admission can be postponed for one year. For children who did not enter the park last year due to special reasons such as physical condition and have fulfilled the filing procedures, guardians can apply to the District Education Bureau for admission.
2. Registration (registration) and verification methods:

3. Registration (registration) conditions:

Children of floating population living in Shanghai (see Table 3 for details);
School-age children from Hong Kong, Macao and Taiwan and foreigners living in this area (see Table 4 for details).
When registering online, the guardians of school-age children need to confirm or supplement the electronic proof provided in Shanghai's "One Network Office" or "With Application". Electronic certificates and paper certificates can be used equally.
(3) Admission method
According to the distribution of preschool education resources and population at all levels, the following admission methods are adopted in principle for school-age children with household registration in this area:
1. The municipal demonstration park recruits school-age children with household registration in this district. Continue to use computer allocation or self-enrollment to enroll students, and actively play the role of demonstration radiation. (See Table 5 for details)
2. A class of kindergartens and group-run kindergartens shall, in principle, adopt the methods of "reporting volunteers, sorting and coordinating" or "relatively nearby, corresponding to entering the park and coordinating", and receive students according to the comprehensive situation of the relationship between the children and the householder, the property owner, the date of birth and the date of registration. (See Table 6 and Table 7 for details)
3. In principle, secondary kindergartens adopt the admission method of "counterpart enrollment and overall coordination". The relocation land shall be accessed in the way of "centralized registration and overall coordination". (See Table 8 for details)
4. Encourage and support private kindergartens to actively create inclusive kindergartens. Private and other kindergartens should standardize and improve enrollment, adopt independent enrollment methods, and consciously accept social supervision. The enrollment brochure must be filed in the District Education Bureau and announced and implemented to the public. (See Table 9 for details)
5. School-age children with collective household registration in this district shall make overall arrangements to enter the park in the region according to their household registration address and the principle of relative proximity.
6. On the basis of giving priority to the enrollment of registered children in this district, according to the situation of vacant places, according to the "points system" of "high and low points, relative proximity and regional overall planning", giving priority to the enrollment of children of migrant workers in Shanghai. 8. In the online registration stage, parents must ensure that all information such as information filled in and submitted as required is completely objective and true. If there are false or untrue applications, the admission results will be cancelled.
9.20 1 June/September1to 201August 3 1 Healthy registered children in Jing 'an District who have not entered the park in this district can apply for transfer registration from kindergartens with vacancies. Children who have entered the park in this district (including private schools) will no longer accept transfer applications in principle.
Healthy registered children born between September 2009 1, 20 1 and August 3 1 2020 can apply for enrollment in kindergartens and nurseries that offer nursery classes within the enrollment scope. According to the allocation of resources, in principle, each park adopts the mode of self-enrollment or "relative proximity and overall coordination" (see table 1 1 for details).

All kindergartens should do a good job in ensuring personnel training, facilities and equipment, and smooth network, and arrange personnel, places and time reasonably. Strengthen the comprehensive management of surrounding areas during the admission period, strengthen the prevention and control of epidemic situation, and ensure the smooth and orderly admission.
(4) Strengthen supervision and management. Effectively strengthen the guidance, supervision and management of children's enrollment, strictly implement relevant work requirements, investigate and deal with violations of discipline and discipline in the process of children's enrollment, and ensure that children's enrollment is fair and just.
(5) Online Park Open Day activities. The open day activities of the online garden mainly show the concept, curriculum construction, teaching staff and characteristics of the garden. However, it is not allowed to organize children to register in advance, and it is not allowed to collect information about children and contact information of parents.
