Twelfth kindergartens shall not charge parents of young children other than teaching fees, accommodation fees and service fees and agency fees approved by the provincial people's government.

Kindergartens are not allowed to charge parents for special education such as experimental classes, special classes, interest classes, after-school training classes, parent-child classes, etc., and are not allowed to charge parents for sponsorship fees, donated tuition fees, school building construction fees, education cost compensation fees and other fees linked to enrollment in any name.
