The problem of teachers making up lessons seems simple, but in fact it is very complicated. For example, teachers are the object of investigation, but this group seems to be very wronged. What is even more incomprehensible is that the government strictly prohibits subsidies, which was originally intended to reduce the burden on students, but parents are ungrateful. What is even more tangled is that the management cost paid by the government for this is not small, and it is difficult to have much room for manoeuvre.

In this case, why not adjust our thinking, change the way of "blocking" in the past, combine blocking and dredging, and treat both the symptoms and the root causes? The "sparse" here is to establish an extra-curricular paid remedial declaration system.

Is this method realistic? This needs to solve three problems: first, grasp the status quo and evaluate it objectively; The second is to clarify teachers' rights, eliminate theoretical obstacles and form * * * knowledge; The third is how to actually operate. Of course, we can try it first.

How serious is the problem of teachers making up lessons? We haven't seen the official investigation report yet, but we can see from three periods: the demand for make-up lessons in high schools is the strongest, which is basically a "market" operation, and teachers can't influence students' choices; The problems in primary schools are serious. Pupils are young and ignorant, and teachers can say whatever they want. All kinds of social criticism and disgust mainly appear here, which is really bad in nature. Junior high school is somewhere in between.

There are two main forms for teachers to make up lessons. One is that the teacher does it himself, but at home it is actually "1 right 1". The other is to cooperate with social counseling institutions. The situation is more complicated, especially in large classes. Insiders will tell you that there are more than 10 ways of cooperation. The mystery is "combining inside and outside", secretly dividing, including how much a student earns, not paying attention in class, and not giving you "little shoes" to make up lessons.

At the same time, there is a serious imbalance between disciplines, and science is generally more popular than liberal arts. There is no such market in primary school, and the junior middle school mainly appears periodically before the exam.

To sum up, the middle and high school teachers who can make people jealous, that is, above the "big shot", should be said to be one in a thousand. Primary school teachers are generally "harmonious". It is said that the most profitable thing is five times the salary, more than 200 thousand a year, which can really ruin their reputation. However, most teachers are really not as miserable as the society imagined. If this conclusion is objective, then the previous policy seems to be a bit "eyebrows and beards."

At present, the economic income of teachers is not high. Before 2065438+July 2005, it was almost ten years, and the salary of teachers increased slowly. A senior teacher who has been teaching for 30 years earns more than 3,000 yuan, plus performance pay, which is about 4,000 yuan a month. It should be said that this income level is at most equal to the average level of today's society. Low economic income should be the motivation of some teachers to make up lessons by hook or by crook.

According to analysis, at present, the market value of the tutorial market in primary and secondary schools in China is more than 600 billion per year. This market is really attractive. But it is a bit embarrassing that the policy allows people to enter this market, such as retired teachers and unemployed college students, but these people do not have the corresponding strength. To put it another way, this market cannot be separated from teachers in public schools. In this way, the intervention of public teachers is naturally difficult to prohibit.

Some parents said: "We are ordinary people. Children can't enter good schools and enjoy quality resources. Now, you can attend a teacher's class for a little money. We are also willing. " Indeed, famous teachers are scarce resources, especially famous teachers in famous schools. Their teaching ideas, teaching methods and teaching experience, including personal style, are really difficult for students in ordinary schools to enjoy. Extracurricular tutoring provides them with this way and possibility. Is it fair for alternative education under market conditions? Moreover, it is really not easy to become a famous teacher above the big shot level. Is this "gray" income also a way to show the value of a famous teacher?

Saturdays, Sundays and legal holidays should be completely dominated by teachers. During this period, what teachers do, whether visiting bookstores or making up lessons for students, should not be interfered in theory. Of course, the premise is that students volunteer.

Some students with weak foundation are undoubtedly a necessary supplement to some knowledge that cannot be quickly understood and mastered in class. Therefore, is it reasonable for teachers to use their professional knowledge and do appropriate work to meet this demand of society? This should be similar to doctors practicing more.

Some people think that teachers' saturdays and sundays, including two holidays, cannot belong to teachers themselves, because the state pays teachers a monthly salary; Therefore, it is illegal for teachers to make up lessons at any time.

There is also a view that teachers should make up lessons for public welfare, otherwise it will violate "teachers' morality". This view is reasonable, but we still look at real problems with noble morality. Now is a market economy, and teachers' labor should be paid accordingly. Teachers are a profession, which can have professional hard requirements, but not moral hard requirements; The latter can only be advocated, and should be strongly advocated.

The plugging of the plug, the sparse sparse.

The most troublesome thing for teachers to make up lessons is that it not only increases the academic burden of students, but also intensifies the examination-oriented education, causing a lot of chaos; There are also many reasonable demands and elements. The "one size fits all" high-pressure policy that has been used for many years is obviously a bit rough, and even the legitimate social demand of the latter is "forbidden".

Whether it is possible to adopt a declaration system now, in which teachers declare themselves, with the consent of the school, the education administrative department files for examination and approval, or issues a certificate, or signs an agreement to accept supervision and management from all parties, is simply transparent.

Of course, it is not easy to achieve this ideal goal, which needs to be considered as a whole:

First of all, it is clear about "two high-voltage lines": one is that it is strictly forbidden to use various improper means to make up lessons against students' wishes; We must seriously rectify the contacts until we consider their "rice bowls". The other is that it is strictly forbidden to occupy the working hours from Monday to Friday, and it cannot affect the work.

Secondly, in-service teachers can attend classes in social counseling institutions; However, it is strictly forbidden for me to set up similar institutions. At the same time, it is also considered illegal not to report to class.

Third, the government set up a permanent organization for relevant management to normalize this work and come up with a set of effective practices, such as clear operating rules, especially the definition and handling of those difficult details.

Fourth, the tutorial market is mixed. We can take this job as an opportunity to change the disorder of the tutorial market, prohibit arbitrary charges, raise the threshold for running schools, strictly regulate supervision, and strive to improve its exam-oriented ecology.

Fifth, the ultimate way out is comprehensive reform and comprehensive management. For example, the high temperature in the tutorial market is only a superficial feature, and the source of the disease is still in the body-the enthusiasm for exam-oriented education. Therefore, really advocating quality education is the only way for students to choose museums and libraries over tutorial institutions during holidays. For example, the treatment of teachers generally needs to be greatly improved. For example, the tutorial market and school education should be taken as a whole.

Indeed, adopting this so-called "sparse" method, the problem may not be easily solved, but it may bring more trouble and confusion. However, this is a positive attempt after all.
