Solidly promote the ideological and moral culture construction, carry out mass activities to create spiritual civilization, strive to build Baotou into a national civilized city, and realize the grand goal of building a strong economic city and building a well-off society in an all-round way at an early date.
Second, the main task
According to the requirements of the national civilized city evaluation index and the actual situation of our city, we should focus on the following eight key tasks:
(a) Urban economy and urban development
1, vigorously accelerate the pace of economic construction. In accordance with the requirements of the "five overall plans", we should focus on building key industrial projects and speeding up the expansion and strengthening of large enterprises, so as to rapidly expand and strengthen advantageous industries. We will continue to fully implement the "two guarantees" policy, and the minimum living security line will gradually increase with economic development. The planned fertility rate, average life expectancy, Engel coefficient and other indicators have reached the relevant standards.
(2) Urban construction and environmental protection

(7) Organizational leadership and working mechanism

Third, the implementation steps
This year and next, the work of creating a civilized city in our city is divided into four stages:
The first stage (March-April 2004): Start-up stage. Complete the drafting, approval and release of the overall work plan and the specific work plans of each working group. At the same time, the indicators are decomposed into working groups and related functional departments.
The second stage (May 2004-May 2005): the establishment and implementation stage. All working groups and relevant functional departments should do a good job in the implementation of all work according to the evaluation indicators.
The third stage (May-June, 2005): self-inspection and acceptance stage. The Municipal Preparatory Committee shall inspect and accept the work completion of each working group one by one, and urge them to do a good job in leak detection and vacancy filling.
The fourth stage (from June 2005): inspection preparation stage. Make a reception plan and make preparations for the inspection.
Fourth, safeguard measures.
(1) Strengthen leadership and improve mechanisms. According to the task of the city creation plan and the index requirements of the national civilized city evaluation system, formulate a feasible work plan and report it to the office of the Municipal Preparatory Committee. (3) Improve the system and standardize the operation. The creation of civilized cities should have systems, standards, detailed rules and long-term management measures to ensure that there are systems and standards to follow in the creation work and that all the creation work is standardized.
(four) increase investment and strict assessment. According to the requirements of the national civilized city evaluation system, local governments at all levels should include the funds for spiritual civilization construction and creation activities in their fiscal budgets, and gradually improve with the growth of fiscal revenue, conscientiously implement various cultural and economic policies, and form a multi-input mechanism for spiritual civilization construction. At the same time, we must strictly assess our strength. According to the index requirements of the national civilized city evaluation system, the Municipal Preparatory Committee will check the work progress of the regions, departments and units that undertake the task of creating one by one. If the task of creating is not completed, the year-end target assessment will not be appraised.
(5) Seeking truth from facts and paying attention to practical results. All localities, departments and units should persist in seeking truth from facts, formulate realistic goals and practical work plans, and avoid putting on airs and making superficial remarks. We should pay attention to organically combining the creation of a civilized city with our own work and the work of this department, enrich its connotation, turn striving for Excellence into an internal driving force to promote the development of various undertakings, and strive to push all work to a new level.
