In areas other than the negative list, the foreign-invested projects will be changed from the approval system to the filing system (except for domestic-funded projects that are reserved for approval in the State Council); Change the examination and approval of contract articles of association of foreign-invested enterprises into filing management. The negative list of Shanghai Free Trade Zone stipulates: it is forbidden to invest in news websites, online audio-visual program services, Internet service places, and Internet culture management (except music); Prohibit investment in news organizations; It is forbidden to invest in the publishing business of books, newspapers and periodicals; It is forbidden to invest in publishing and making audio-visual products and electronic publications. After the implementation of the negative list of cross-border service trade, if the relevant laws, regulations and rules modify and adjust the special management measures of cross-border service trade, if the state formulates new measures in the field of cross-border service trade, or if the state approves the pilot reform of cross-border service trade in the Pilot Free Trade Zone, it shall be implemented in accordance with the relevant provisions. If the Mainland and Hong Kong Closer Economic Partnership Arrangement and its subsequent agreements, the Mainland and Macao Closer Economic Partnership Arrangement and its subsequent agreements, the Framework Agreement on Cross-Strait Economic Cooperation and its subsequent agreements, the free trade zone agreements and investment agreements signed by China and relevant countries, and the international treaties to which China is a party have more favorable opening measures for cross-border service trade, the relevant agreements or agreements shall prevail.
The negative list of cross-border service trade uniformly lists the special management measures such as inconsistent national treatment, market access restrictions and local existence requirements applied to overseas services and service providers in the cross-border service trade field in the Pilot Free Trade Zone. Cross-border service trade included in the negative list of cross-border service trade shall be managed by various departments in accordance with relevant regulations. Legal basis: Cross-border service trade activities other than those in Article 1 of the Negative List of Cross-border Service Trade shall be managed in the Pilot Free Trade Zone according to the principle that overseas services and service providers are treated equally with domestic services and service providers.
