City, county (District) people's government urban management department is responsible for investigating the behavior that affects the city appearance and environmental sanitation in the process of dog management.
City, county (District) people's government housing and urban and rural construction, market supervision and management, health, ecological environment, emergency management and other departments within the scope of their respective duties, responsible for dog management related work. Article 5 The public security organ of the Municipal People's Government shall establish a unified dog management service information system in the whole city to provide dog information services for the public.
City, county (District) people's government public security, agriculture, rural areas, urban management and other departments should be formed in the process of fulfilling the dog management responsibilities of epidemic prevention management, administrative licensing and administrative punishment information in a timely manner into the system to achieve information sharing. Sixth village (neighborhood) committees shall mediate dog disputes according to law, and guide and supervise dog owners to raise dogs according to law and in a civilized manner.
The realty service enterprise shall assist the relevant departments to do a good job in dog management and discourage the illegal dog-raising behavior within its management area; If dissuasion is ineffective, report to the public security, agriculture and rural areas, urban management and other departments of the people's government of the city and county (District) in a timely manner. Article 8 Encourage and support relevant industry associations and animal protection organizations to participate in dog management and dog shelter and assistance according to law, carry out dog-raising knowledge training, and guide dog owners to raise dogs according to law and in a civilized manner.
Encourage and support volunteers to participate in dog shelter and rescue activities according to law. Ninth any unit or individual has the right to report and complain about illegal dog-keeping. City, county (District) people's government public security, agriculture and rural areas, urban management and other relevant departments, after receiving reports and complaints, should be dealt with in a timely manner, and will promptly inform the informants and complainants of the results. Chapter II Restrictions on Dog Breeding Areas Article 10 This Municipality shall implement district dog breeding management in accordance with key management areas and general management areas.
Key management areas refer to urban built-up areas of cities and counties (districts) and other areas designated by the people's governments of cities and counties (districts) and announced to the public.
General management area refers to the area outside the key management area. Eleventh key management areas shall not raise, breed, carry or operate dangerous dogs. Dangerous dogs include strong dogs and large dogs. If dangerous dogs are kept in the general management area, they should be kept in captivity or tied up, set up eye-catching warning signs and take effective preventive measures. Dangerous dogs are not allowed to go out, but they are put into dog cages for immunization, dog registration or disease diagnosis and treatment. It is forbidden to occupy public corridors, passages, roofs, green spaces, basements and other public spaces to raise dogs.
