On the Professional Qualification Certificate System of China Library

This paper discusses the meaning of library professional qualification certificate system and the necessity of establishing library professional qualification certificate system in China, and based on the successful experience of foreign libraries and China's national conditions, probes into the establishment, formulation, implementation and management of library professional qualification certificate system in China.

1. The significance of library professional qualification certificate system
The vocational qualification certificate system refers to the objective, fair, scientific and standardized evaluation and appraisal of workers' skill level or vocational qualification through an appraisal institution recognized by the government in accordance with the vocational skill standards or qualification conditions formulated by the state, and the corresponding national vocational qualification certificate is awarded to those who pass the examination. The library professional qualification certificate system is the library professional access system. Only by obtaining the professional qualification certificate of the library can you be qualified to engage in library work.
2. The necessity of establishing China library professional qualification certificate system.
2. 1 In Chinese mainland, China's vocational qualification certificate system has not yet been established, and there is no need for any vocational qualification certificate to engage in library work, which has led to the library becoming a gathering place for the elderly, the weak and the sick for a long time. Although some fresh college students and graduate students have joined the library in recent years, public opinion thinks it is a waste of talents and overqualified. Some graduates also use the library as a springboard to enter economically developed cities, and the library has become a "unit that can be transferred in and out at will". Without the professional access system of the library, the work of the library cannot be recognized and respected by the society.
2.2 The current professional title evaluation and employment system has not adapted to the needs of social development, the employment system is not perfect, and unfair phenomena such as pot rice, tenure system and seniority have interfered with the normal working order of the library. For example, the Chinese Academy of Sciences took the lead in canceling the system of professional title evaluation and employment, and adopted a management mechanism of setting up posts on demand and competing for posts. There are also some units that adopt the separation of evaluation and employment, which can be employed at a higher professional level or at a lower professional level. Different positions in the library have different requirements for knowledge, technology and ability, and of course their remuneration is also different. Therefore, it is urgent to establish the library professional qualification certificate system. According to the professional qualification certificate held by the library and the appointment system of "on-the-job personnel", the enthusiasm and initiative of the staff can be further mobilized to better serve the readers.
2.3 With the further development of social economy and the wide application of high technology in libraries, people's demand for libraries is no longer satisfied with simple borrowing and returning. The automation and networking of library management, using modern information technology to provide readers with in-depth and professional information consulting services, put forward higher requirements for librarians. The establishment of China Library's professional qualification certificate system will help to further improve the overall quality, professional level and service spirit of the library's human resources and enhance the social status of the library.
2.4 China has joined the World Trade Organization. As an important cultural industry, libraries are bound to have academic exchanges with their counterparts in the world, participate in the corresponding organizations in Universal Library, and implement the professional qualification certificate system of 100 years with reference to the advanced national libraries in the world. Library professional qualification certificate system originated in Britain. From 1930s to 1950s, the United States, Japan, South Korea and other countries successively established and implemented the library professional qualification certificate system. At present, more than 65,438+000 countries and regions in the world have implemented the library professional qualification certificate system. The establishment of the professional qualification certificate system of China Library will promote the international integration of China Library in the professional talent management system.
2.5 Many industries in China have implemented the vocational qualification certificate system, such as lawyers, doctors, accountants, teachers and other industries. Up to now, the Ministry of Labor and Social Security has promulgated three batches of 102 occupational standards, 90 of which are related to national employment access. During the Tenth Five-Year Plan period, China will complete the formulation of standards for 300 major occupations, so that the national vocational qualification certificate will cover the major occupations in the national economy. From this point of view, it is imperative to establish and implement the professional qualification certificate system of China Library.
3. Drawing lessons from the successful experience of foreign libraries and combining with the national conditions, this paper thinks about the establishment, formulation, implementation and management of library professional qualification certificate system in China.
3. 1 The establishment of China Library's professional qualification certificate system needs legal protection.
The establishment of foreign library professional qualification certificate system is to first formulate the basic outline of qualification system through laws and regulations, and then formulate specific implementation contents and methods. With the protection of laws and regulations, the effective implementation of the library professional qualification certificate system can be guaranteed. Although China, Beijing, Shanghai, Shenzhen, Hubei, Taiwan Province and other provinces have successively formulated local laws and regulations on libraries, and China Library Law has been brewing for many years, there is no independent library law in China at present, which is undoubtedly not conducive to the standardized development of China's library cause. If the qualification certificate system has no legal basis, even if it is established, it will be difficult to implement and develop. Therefore, China's library professional qualification certificate system should be established on the basis of enacting the Library Law.
3.2 When formulating the library professional qualification certificate system, we can consider the combination of grading system and examination system.
When foreign libraries formulate library professional qualification certificate system, they are generally divided into four types, namely, grade system, academic record system, examination system and legislative provisions. The grading system divides the professional posts of librarians into several grades according to their academic qualifications, professional experience and professional training, and different grades have different specific requirements; The academic qualification system means that the qualification certificate of the library industry is completely replaced by academic qualifications, that is, you can only become a librarian if you obtain the corresponding professional degree; The examination system refers to obtaining the professional qualification certificate of the library only after passing the examination recognized by the state and reaching the prescribed score line; The legislative provision is a library professional qualification certificate system based on the Detailed Rules for the Implementation of the Library Law and other legal provisions. According to the current situation of library employees in China, when formulating the library professional qualification certificate system, we can consider combining the grading system with the examination system, appropriately subdividing categories, distinguishing professionals from non-professionals, and adding continuing education in addition to designing professional qualifications, examination subjects and contents. Those who have not obtained qualification certificates can obtain corresponding certificates through continuing education, so that low-level librarians can climb to a higher level. In addition, we should pay attention to the combination of universality and particularity.
3.3 Libraries of different scales, types and specialties have different requirements when implementing the library professional qualification certificate system.
The requirements of foreign libraries for qualification certificates are that large libraries have high requirements for employees, and vice versa; University libraries should have not only the professional qualification certificate of libraries, but also the qualification certificate of teachers. Professional libraries have higher requirements, such as the law library, which must have both a master's degree in library science and a master's degree in law. China is a big country with unbalanced economic development, and there is a big gap in the development level of library cause between the east and the west. The implementation of library professional qualification certificate system should consider the differences of libraries in different regions, and it can be piloted in relatively developed eastern coastal areas and gradually popularized after gaining experience. According to different regions, different scales and different types of libraries, different requirements are implemented.
3.4 In the management of library professional qualification certificate system, we can refer to the combination of lifelong certification and non-lifelong certification, and link it with employee recruitment.
The management of professional qualification certificate system in foreign libraries can be roughly divided into three types: 1. Lifelong certification, that is, once certified, it is valid for life. 2. Non-lifetime certification, that is, certification is only valid within the specified time. If this time is exceeded, re-certification is required. Generally, the validity period ranges from 2 years to 10 years. 3. Combination of lifetime certification and non-lifetime certification, that is, some grades are valid for life and some grades are valid. In the management of China's library professional qualification certificate system, we should prevent it from being vague, and give priority to those who have obtained the corresponding professional qualification certificate when recruiting new employees or hiring temporary workers. If the vocational qualification certificate system is not connected with the recruitment of employees, it will have no vitality. Library is a highly specialized field with its own systematic knowledge system and service content. The rapid development of modern information, network and multimedia technology requires librarians to constantly learn and master new knowledge and technology. Therefore, in the management of library professional qualification certificate system, we can refer to the combination of lifelong certification and non-lifelong certification.
In order to meet the needs of the development of the times, the establishment of China library professional qualification certificate system and the construction of effective library professional qualification system will contribute to the healthy and rapid development of China library.
