People from Dingzhou, Hebei Province. 1962 graduated from Peking University Library Department (now Information Management Department) and was assigned to China Academy of Sciences Library (now China Academy of Sciences Document Information Center) in the same year. He has served as an associate research librarian, research interpreter and tutor of master students, and 1995 was approved as a doctoral tutor of library science.

2008- 10-30 16:40 successively served as deputy director of research guidance department, director of editing and publishing department, director of theoretical method and reform research room, editor-in-chief of library and information work and deputy director of document and information center of China Academy of Sciences. Member of Publishing Library and Information Committee of China Academy of Sciences, Deputy Director of Academic Committee and Education Committee of Literature and Information Center, Executive Director of library society of china, Vice Chairman of Library Society of Central State Organs and Scientific Research Systems, Deputy Editor of acta editologica of China Scientific Journal Editorial Society, Vice Chairman of Editorial Society of China Academy of Sciences, Editor of Encyclopedia of China Library Volume and Archives of Library Science and Information Science, Editor of Library Service Volume and Editor of Contemporary China Library Cause. Long-term engaged in the editing, organization and management of library and information science journals, research and teaching of library and information science theories and methods. His main works include "Compilation of Implementation Acceptance Evaluation Reports of Key Scientific and Technological Projects during the Seventh Five-Year Plan" (editor-in-chief), "Introduction and Selection of Major Research Achievements of Key Scientific and Technological Projects" (editor-in-chief), "Catalogue of Libraries and Intelligence Agencies in China" (editor-in-chief), and 6500.

Xin Ximeng is now included in the 16-member series of "China Honor-National Ceremony Artists Recommended to the World" by the Honorary Editorial Board of China, and has been hired as the master of China National Ceremony Artists.
