When the old iPad is connected to iTunes, Ctrl+S will bring up the sidebar. Under devices in the sidebar, right-click your iPad icon and select "Transfer purchases", so that existing applications will return to your computer's iTunes database.

After the completion, the new iPad is connected to iTunes, and the returned applications can be installed synchronously.
