Chapter I General Provisions Article 1 In order to develop public libraries, meet the public's demand for scientific and cultural knowledge, and promote the construction of socialist spiritual civilization and material civilization, these measures are formulated in light of the actual situation of this province. Article 2 The term "public library" as mentioned in these Measures refers to a public welfare institution invested and established by people's governments at all levels to collect, sort out, preserve, develop and utilize literature information resources and serve the public.

The term "literature information resources" as mentioned in these Measures refers to books, periodicals, newspapers, audio-visual materials, electronic media and other publications and network information resources. Article 3 These Measures shall apply to the planning, construction, use, supervision and management of public libraries within the administrative area of this province. Article 4 The people's governments at or above the county level shall incorporate the public library cause into the national economic and social development plan, formulate the development plan of the public library cause, and ensure the funds needed for the development of the public library cause; Support the development of public libraries in remote areas, underdeveloped areas and minority areas.

Encourage units and individuals to invest in the establishment of libraries open to the society and participate in the network of public libraries at all levels. Article 5 The cultural administrative department of the people's government at or above the county level shall be in charge of public libraries.

Departments of finance, planning, planning, personnel, price, construction, education, science and technology, press and publication, radio and television, land and resources, information industry, etc. shall, according to their respective responsibilities, assist and support the development of public libraries. Article 6 Provincial, municipal and county (city, district) public libraries are the network centers of libraries within their respective administrative areas, and are responsible for organizing, guiding and coordinating the construction of literature information resources, services and academic research of public libraries within their respective jurisdictions. Article 7 People's governments at all levels or departments for cultural administration shall commend or reward units and individuals that have donated public libraries and made outstanding contributions to the development of public libraries. Chapter II Construction and Funds of Public Libraries Article 8 Public libraries are set up at different levels according to administrative regions. Provinces, cities and counties (cities, districts) should set up public libraries, towns and streets should set up libraries in cultural stations, and public libraries can be set up separately if conditions permit.

Cities and conditional counties (cities, districts) should set up children's libraries.

Cities and counties (cities, districts) set up public libraries, which can be shared with qualified universities and middle schools.

Encourage the establishment of libraries (rooms) open to the public in communities and villages. Article 9 The people's governments at or above the county level shall incorporate public library construction into the overall urban planning, determine the layout and scale of public library construction according to the requirements of public library development planning and the needs of local population, economy and social development, give priority to public library construction land, and ensure the demand for public library construction land. Article 10 The new construction, reconstruction and expansion of public libraries at all levels shall conform to the development plan of public libraries and meet the needs of modern management and service. The specific construction standards shall be formulated by the provincial cultural administrative department with reference to the relevant provisions of the state and implemented after the approval of the provincial people's government. Article 11 People's governments at all levels shall include the funds needed by public libraries, including personnel funds, operational funds, documents and materials purchase fees, facilities and equipment purchase fees and repair fees, etc., into the fiscal budget, and increase with the growth of fiscal revenue and the needs of public library development.

Public libraries can raise funds through multiple channels for library construction. Encourage units and individuals to donate funds, equipment and documents to public libraries.

The funds of public libraries shall be earmarked for special purposes and shall not be used for other purposes. Article 12 The establishment, alteration and cancellation of a public library shall be put forward by the administrative department for culture, which shall report it to the people's government at the same level for approval and to the administrative department for culture at the next higher level for the record. Thirteenth no unit or individual may occupy or damage the facilities, equipment and documents of public libraries, and may not change the use of public libraries. Chapter III Public Library Services and Readers' Rights and Interests Article 14 Readers of public libraries shall enjoy the following rights:

(four) to participate in various reader activities;

(five) to put forward suggestions and opinions to the public library or the competent department;

(six) to obtain other services in accordance with the relevant provisions. Fifteenth public library readers shall fulfill the following obligations:

(a) take good care of documents and public facilities and equipment;

(two) do not return the borrowed documents by the specified date, and pay the overdue fee according to the regulations if the borrowing period is exceeded;

(3) Abide by the rules and regulations formulated by public libraries according to law. Sixteenth public libraries weekly opening hours:

(a) provincial libraries, libraries in Hangzhou, Ningbo and Wenzhou for more than 74 hours, and libraries in other cities for more than 64 hours;

(two) the county (city, district) library for more than 56 hours;

(three) the township and street public libraries for more than 48 hours;

(four) children's library for more than 43 hours.

Public libraries are open for more than 8 hours every day during national holidays and students' winter and summer vacations.

Announce the daily opening hours of public libraries; If it is necessary to adjust the opening hours, it should be announced in advance; If it is really necessary to close the museum due to special circumstances, it shall be reported to the administrative department for culture at the same level for approval.
