Encourage units and individuals to invest in the establishment of libraries open to the society and participate in the network of public libraries at all levels. Article 5 The cultural administrative department of the people's government at or above the county level shall be in charge of public libraries.
Departments of finance, planning, planning, personnel, price, construction, education, science and technology, press and publication, radio and television, land and resources, information industry, etc. shall, according to their respective responsibilities, assist and support the development of public libraries. Article 6 Provincial, municipal and county (city, district) public libraries are the network centers of libraries within their respective administrative areas, and are responsible for organizing, guiding and coordinating the construction of literature information resources, services and academic research of public libraries within their respective jurisdictions. Article 7 People's governments at all levels or departments for cultural administration shall commend or reward units and individuals that have donated public libraries and made outstanding contributions to the development of public libraries. Chapter II Construction and Funds of Public Libraries Article 8 Public libraries are set up at different levels according to administrative regions. Provinces, cities and counties (cities, districts) should set up public libraries, towns and streets should set up libraries in cultural stations, and public libraries can be set up separately if conditions permit.

Article 9 The people's governments at or above the county level shall incorporate public library construction into the overall urban planning, determine the layout and scale of public library construction according to the requirements of public library development planning and the needs of local population, economy and social development, give priority to public library construction land, and ensure the demand for public library construction land. Article 10 The new construction, reconstruction and expansion of public libraries at all levels shall conform to the development plan of public libraries and meet the needs of modern management and service. The specific construction standards shall be formulated by the provincial cultural administrative department with reference to the relevant provisions of the state and implemented after the approval of the provincial people's government. Article 11 People's governments at all levels shall include the funds needed by public libraries, including personnel funds, operational funds, documents and materials purchase fees, facilities and equipment purchase fees and repair fees, etc., into the fiscal budget, and increase with the growth of fiscal revenue and the needs of public library development.
Public libraries can raise funds through multiple channels for library construction. Encourage units and individuals to donate funds, equipment and documents to public libraries.
The funds of public libraries shall be earmarked for special purposes and shall not be used for other purposes. Article 12 The establishment, alteration and cancellation of a public library shall be put forward by the administrative department for culture, which shall report it to the people's government at the same level for approval and to the administrative department for culture at the next higher level for the record. Chapter III Public Library Services and Readers' Rights and Interests Article 14 Readers of public libraries shall enjoy the following rights:

(a) provincial libraries, libraries in Hangzhou, Ningbo and Wenzhou for more than 74 hours, and libraries in other cities for more than 64 hours;
(two) the county (city, district) library for more than 56 hours;
(three) the township and street public libraries for more than 48 hours;
(four) children's library for more than 43 hours.
Public libraries are open for more than 8 hours every day during national holidays and students' winter and summer vacations.
