1. Libraries are regarded as institutions providing public education and cultural services. In order to fulfill this public service mission, the library does not charge admission fees for users, so as to ensure equal access to knowledge and cultural resources.

2. Guigang Library is supported and sponsored by the local community, and is willing to provide funds or other resources to maintain the operation of the library so as to open it to the public free of charge.

3. Free opening can attract more readers to participate in and use library resources, encourage more people to form the habit of reading and learning, and provide an open environment so that people can freely contact books, materials and cultural activities.
