Legal analysis: The National Library must read books and periodicals in each reading room with my reader's ID card or second-generation ID card, and can only enter the library after the verification office at the entrance of the reading room and the borrowing area confirms that the certificate is valid through the card reader. 16 The following children are allowed to enter with their reader's cards or their valid certificates (ID card, household registration book, student ID card, passport, Hong Kong and Macao Pass, Taiwan Province compatriots' home visit card, the same below).

To apply for a reader's card, you must hold a valid ID card (ID card, residence booklet, passport, military ID card, Hong Kong and Macao residents' travel permits to and from the mainland, and mainland travel permit for taiwan residents and foreigners' permanent residence ID cards), and then fill out the National Library Reader's Card Application Form in the library. We don't provide any form of off-site handling or agency, and the first handling is free of charge.

Thirty-third public libraries should provide services to the public in accordance with the requirements of equality, openness and enjoyment.

Public libraries shall provide the following services to the public free of charge:

(a) the query and borrowing of literature information;

(two) the reading room, study room and other public space facilities are open;

(3) Public lectures, reading promotion, training and exhibitions;

(four) other free services as prescribed by the state.

Thirty-fourth public libraries run by the government should set up children's reading areas, equip corresponding professionals according to children's characteristics, carry out children's reading guidance and social education activities, and provide support for schools to carry out related extracurricular activities. Conditional areas can set up a separate children's library.

Public libraries established by the government should consider the characteristics of the elderly, the disabled and other groups, actively create conditions, and provide literature information, barrier-free facilities and services suitable for their needs.

Thirty-fifth public libraries established by the government shall, according to their own conditions, formulate laws, regulations and policies for state organs, carry out research on related issues, and provide literature information and related consulting services.
