Under the background that the Ministry of Housing and Urban-Rural Development puts forward the requirements for informatization construction of construction enterprises' special qualification evaluation, and in view of the current situation that construction enterprises lack the overall scheme to guide enterprise informatization construction, this paper summarizes the research and practice achievements of China Institute of Building Research for many years, and puts forward the overall solution for informatization construction of construction general contracting special qualification enterprises. 1 preface

On June 65438+1October 65438+August 2007, the Construction Market Management Department of the former Ministry of Construction issued the Implementation Opinions on the Provisions on the Qualification Management of Construction Enterprises (J.S. [2007] No.241), and Annex 2 of the document gives the information evaluation table (hereinafter referred to as the information evaluation table) of the qualification standards of construction general contracting enterprises. At the same time, major construction enterprises are facing many enterprise management difficulties, so it is necessary to improve the management level of enterprises with the help of information technology. For many construction enterprises who are not familiar with informatization construction, it is urgent to find solutions to informatization construction of construction enterprises, help them establish management informatization systems and gradually realize informatization.

The Institute of Building Engineering Software of China Academy of Building Research has been devoted to the research and practice of information construction solutions for large and medium-sized construction general contracting enterprises for many years: during the Tenth Five-Year Plan period, it cooperated with China Construction Corporation to complete the national key project "Development of information application software for construction enterprises"; In 2006, the project of "General Contracting Mode Project Management Information System" was completed. Since 2002, we have completed the informatization construction of dozens of large and medium-sized construction enterprises and accumulated a lot of experience in informatization construction. This paper summarizes these research results and practical experience, puts forward the overall solution of informatization construction of construction general contracting super-qualified enterprises, and introduces them with specific cases for reference when construction enterprises carry out informatization construction.

2. Overall solution framework for informatization construction of general contracting enterprises with special qualifications

The informatization evaluation table gives the evaluation points and contents of 6 major items and 24 minor items, which can be summarized as basic environment construction (including network equipment hardware environment and management system software environment) and application system. Based on the actual demand and application status of construction enterprises, combined with the evaluation points and contents of informatization evaluation form, the overall solution of informatization construction of construction general contracting super-qualified enterprises is put forward.

2. 1 basic environment construction scheme

2. 1. 1 network equipment hardware environment

For the hardware environment of network equipment, the informatization evaluation table requires enterprises to establish computer center rooms, purchase servers, and establish the network of enterprise project departments. It also puts forward requirements for information security, such as network security guarantee system, anti-virus system, and data security backup. Compared with other industries, the demand of construction enterprises for network equipment and hardware is not special, and construction enterprises can adopt solutions suitable for enterprise resources in the market. 2.2 The overall solution of the application system

The application systems required by the informatization evaluation form include portal website, office automation system, comprehensive project management system, human resources system, file management system, financial management, e-commerce and knowledge management system, and put forward requirements for their integration. It also requires the enterprise to adopt computer software for all professional design and budget bidding software, schedule management software and completion data management software for construction.

In view of these contents, this paper summarizes the research and practice achievements of China Institute of Building Research, and puts forward a solution framework for application system construction of general contracting enterprises with special qualifications, as shown in figure 1. Construction enterprises lack effective application system scheme to guide information construction, which is introduced in detail in this paper. It is divided into three parts: enterprise integrated project management system scheme, integrated portal website, human resource management, file management, integrated OA system scheme of office automation system, and discussion on inter-system integration scheme.

3 enterprise integrated project management system scheme

"Enterprise Integrated Project Management System Scheme" divides the 10 sub-item of the second item of integrated project management requirements in the information evaluation form into four parts:

3. 1 Bidding, schedule management and completion management

The requirements of information evaluation table for bidding, schedule management and completion management are to use tools and software to assist in completing various tasks. At present, large-scale construction enterprises have basically realized the single-machine use of tools and software, and the requirements of information evaluation table have been met. In this paper, three tools and software are integrated into the integrated project management system, which becomes an important source of basic data for project management.

3.2 Core business system

3.2. 1 contract management

The contract management module is divided into owner's contract, internal contract, joint venture project contract, subcontract, purchase contract and lease contract according to the contract category. Business management processes include contract review, contract signing, contract disclosure, contract change, contract breach claim, contract settlement record, contract payment record and contract counterclaim.

Contract management scheme, business scope includes: 1) Basic work of contract management: managing contract template library and drafting contracts; 2) Contract review: approve the contract review process; 3) Contract conclusion: contract file registration and account inquiry; 4) Contract performance and control: contract disclosure, contract modification, contract claim and counterclaim, contract settlement, contract fund revenue and expenditure; 5) contract. Comprehensive query: comprehensive evaluation, analysis and summary of contracts.

3.2.3 Cost management

Construction project cost management includes cost prediction and decision-making, cost planning, cost control, cost accounting and cost analysis. The cost management system scheme in this paper completes the main contents of cost management through four subsystems: cost planning system, cost accounting system, project revenue and expenditure system and cost income dynamic analysis system. The scheme framework is shown in Figure 3.

3.2.4 Mechanical equipment management

Mechanical equipment management is divided into five parts: 1) Basic information management of mechanical equipment: qualified supplier database, equipment coding database, existing equipment information database and market price database; 2) mechanical equipment plan management: the project department puts forward the equipment demand plan, and the company reviews and summarizes it to determine the total equipment demand; 3) mechanical equipment supply management: according to the equipment demand and the existing equipment situation, determine the supply mode of mechanical equipment: internal equipment allocation, internal leasing, external leasing and equipment procurement; 4) On-site management of mechanical equipment: After the equipment enters the site, the project department is responsible for the on-site management of the equipment: spare parts management, repair and maintenance; 5) Statistical analysis of mechanical equipment: statistical analysis of equipment, including reimbursement of mechanical equipment, mechanical cost accounting, etc.

3.3 Quality and Safety Management

3.3. 1 quality management

The requirements for quality management in the information evaluation form are the contents of the enterprise-level quality management system: it involves the information management of a series of internal operation documents needed by enterprises to record the quality and technical data of engineering projects, and meets the management needs of the company's management for controlling the quality and technology of engineering projects.

The quality management module includes: 1) quality target management: making quality plans and indicators of engineering projects and registering outstanding engineering project awards; 2) Quality personnel management: register quality personnel information, quality personnel education and training information and quality personnel distribution; 3) Quality inspection: register quality inspection information, project quality acceptance records and summarize the monthly report of project quality; 4) Quality accident: register quality accident information, quality accident handling report, quality problem rectification and engineering quality accident statistics monthly report.

3.3.2 Safety management

The requirements of Safety Management Information Evaluation Form are the contents of enterprise-level safety management system: it involves the information management of a series of internal operation documents that the company requires to record safety work data, and meets the management control requirements of the company's management on safety work.

The contents of the safety management module include: 1) safety personnel management: register the information of project safety personnel and personnel in special positions, and master the distribution of safety personnel and personnel in special positions; 2) Safety education: make a safety education plan, register safety education and training information, and ensure the safety awareness of the personnel involved in the project; 3) Safety inspection: register the safety inspection information, especially the inspection records of dangerous hidden parts, the feedback of safety hidden dangers rectification, and the safety production inspection scores; 4) Safety accident: register construction casualty information, safety accident investigation report and monthly report of construction casualty statistics; 5) Safety production assessment rewards and punishments: register safety production excellence awards, safety production violation penalties and their statistical summary.

3.4 Risk management

Previous subsystem schemes all involve risk management and control. Risk management is not an independent subsystem. Business processes that run through the modules of schedule management, contract management, material management, cost management, equipment management, quality and safety.

4. A comprehensive OA scheme integrating portal website, human resource management, file management and office automation system.

The informatization evaluation form requires enterprises to establish external portals, human resource management, file management, office automation management and e-commerce application systems. In this paper, an integrated office automation system scheme is adopted to build an integrated system covering these application systems, as shown in figure 1. This scheme has two characteristics: 1) external portal and internal OA office automation integration scheme; 2) A comprehensive integrated office automation system scheme integrating human resource management, file management and e-commerce.

4. 1 Internal and external network integration scheme

Users log in to the internal OA office automation platform through the external portal website; The system administrator maintains the external website data through the external network data maintenance module of the internal OA office automation platform, so that the enterprise information can be updated and displayed on the company website quickly and timely, and the website information can be updated in time.

4.2 Main modules of internal OA office automation

The main modules of internal OA office automation include: 1) enterprise internal information communication and transmission: enterprise news, enterprise internal mailbox, integrated real-time communication tool RTX, personal folder and * * * shared folder; 2) management of sending and receiving files: sending files quickly based on modules; 3) Personal office: schedule, my address book, my folder and work log; 4) Construction log/weekly construction report; 5) Office resource management: vehicle management, conference room management and office supplies management.

4.3 Human resource management and file management are incorporated into internal OA.

4.3. 1 human resource management system

For the construction enterprises without special human resource management system, this paper provides a simplified version of human resource management system with the characteristics of construction enterprises. The main modules include: employee information database management, labor contract management, recruitment management, training management, online school, job transfer management, salary accounting management and employee comprehensive information query.

4.3.2 File management system

The file management system realizes most of the functions of file management informatization through two modules: the file center realizes the functions of classified input, filing and query of file electronic data; Book management realizes the borrowing management of book technical materials through a simplified book management system.

5 system integration scheme

The informatization evaluation table puts forward the requirements of application system integration, such as the establishment of integrated project management system, data integration of financial system, human resources system, office automation system and file management system. As mentioned in section 4, this scheme provides a comprehensive OA scheme integrating portal website, human resource management, file management and office automation system, which solves the integration problem between them. Based on the project management platform PNET2 and office automation platform EIS2006 of China Institute of Building Research, this scheme constructs a collaborative platform for integrated project management, provides an integrated solution based on database, and solves the integration problem of integrated OA and integrated project management system.

6 case introduction

Since 2002, the Institute of Building Engineering Software of China Academy of Building Research has provided whole or partial information solutions for dozens of large and medium-sized construction general contracting enterprises. Here is a brief introduction to a specific case of a special qualification construction group company. The application system construction of this group company adopts the scheme of integrated office automation system and integrated enterprise project management system proposed in this paper.

The comprehensive office automation system of this group company not only covers the comprehensive OA scheme of integrating portal website, human resource management, file management and office automation system proposed in the fourth section of this paper, but also includes some business management contents of enterprise project management, and its main functional modules are shown in Figure 4. The main functional modules of the enterprise integrated project management system are shown in Figure 5.

7 concluding remarks

The overall solution proposed in this paper covers the evaluation points and contents of the information evaluation form, and is expanded according to the actual needs of enterprises. Through the practice of dozens of construction general contracting enterprises and a lot of optimization and improvement, this scheme is an information scheme that can effectively improve the management level and market competitiveness of construction general contracting enterprises, and has reference significance for the information construction of large and medium-sized construction general contracting enterprises.
