The Regulations on the Administration of Book Publishing promulgated by the General Administration of Press and Publication of the People's Republic of China Article 21 The publication of dictionaries, maps and textbooks for primary and secondary schools shall be subject to the qualification access system, and the publishing unit shall publish them in accordance with the business scope approved by the General Administration of Press and Publication. The specific measures shall be formulated separately by the General Administration of Press and Publication.

Twenty-second book publishing to implement a major topic filing system. Major topics involving national security, social stability and other aspects, topics involving major revolutionary themes and major historical themes, shall be filed in accordance with the Provisions of the General Administration of Press and Publication on the Administration of Topic Filing. Major topics that have not been filed shall not be published.

Twenty-third book publishing to implement the annual publishing plan filing system. The annual publishing plan of a book publishing entity shall be audited by the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government and reported to the General Administration of Press and Publication for the record.
