The Public Library Law has made specific provisions on the construction, operation, service, management and guarantee of public libraries, especially in the aspect of free service, which mentioned four categories: literature information inquiry and borrowing; Public space facilities such as reading room and study room are open; Public lectures, reading promotion, training and exhibitions; Other free service items stipulated by the state.
The Law on Public Libraries also gives special consideration to reading areas for children, the elderly and the disabled. First, public libraries set up by the government should set up children's reading areas and be equipped with corresponding professionals to carry out reading guidance and social education activities for children; Second, we should consider the characteristics of the elderly, the disabled and other groups, and actively create conditions to provide literature information, barrier-free facilities and services that meet their needs.
