(7) Archives of ice and snow art, architectural art and Haxia concert with local characteristics in Harbin;
(eight) other archives with historical documents and scientific research value. Article 7 Archives can be collected in the following ways:

(2) accepting deposits;
(3) acquisition;

(5) purchase;

Archives should publish the address, telephone number and e-mail address of archives through newspapers, websites and other forms that are easy for the public to know. Units and individuals who keep archives within the scope of collection may contact the archives in person or by letter, telephone or email. Article 9 Archives shall be collected by two or more archives collectors with professional knowledge of archives, and the archives collectors shall take the initiative to show their certificates indicating their identity and work tasks.
After completing the relevant procedures such as donation, custody, purchase, custody and purchase. , the file collector should handle the file handover procedures with the collected person, fill in the file list, and submit the collected files to the archives for registration within 10 days from the date of completing the handover procedures. Article 10 When collecting archives, if there is any objection to the authenticity or value of the archives, the archives or the owner of the archives may submit the archives to the archives appraisal committee for appraisal.
The archives appraisal committee is composed of relevant experts hired by the municipal archives administration department. Archives appraisal shall be conducted by more than 3 relevant experts. Eleventh units and individuals are encouraged to donate files to the archives.
The archives that accept donations shall issue honorary certificates of archives donation to the donors, and give material rewards to the donors according to the value and quantity of donated archives.
The donated archives belong to the state, and the donor has the priority to use the donated archives free of charge, and can put forward opinions on restricting the use of the donated archives that are not suitable for publicity. Archives should safeguard the legitimate rights and interests of donors. Article 12 Archives owned by collectives and individuals, and other archives that are not owned by the state and are of preservation value to the state and society or should be kept confidential, may be kept in the archives if the owner of the archives is unwilling to donate or sell them, but has difficulties in keeping them himself.
The archives shall sign a written agreement with the depositor, issue a certificate of deposit to the depositor, and collect the deposit fee according to the regulations.
The ownership of the registered files belongs to the depositor, and the publication and use of the registered files by the archives shall obtain the consent of the depositor. Article 13 Archives owned by collectives, individuals and others that are not owned by the state, which are of preservation value to the state and society or should be kept confidential, can be sold to archives, and archives can be purchased according to law if the owners are unwilling to donate, store or do not have the storage conditions.
The purchase of archives must be appraised by the Archives Appraisal Committee, and the purchase price shall be determined through consultation between the archives and the archives seller.
