It is a common practice for all countries to refit active warships to maintain effective combat capability, and China is no exception. According to Jane's Defense Weekly, the People's Navy modified the destroyers 1 12 Harbin and 1 13 Qingdao for the first time. It mainly replaces ship-to-ship and ship-to-air missile systems. It is said that the ship-to-ship missiles were changed from the original C-80 1 to supersonic C-803, and the number doubled to 16. C-803 appeared in 1999 10, with a range of 150 km, and was capable of terminal supersonic attack.

The ship-to-air missile was converted from the original French-made sea rattlesnake to the domestic sea red flag -7 (foreign trade model FM-90N). Haihongqi -7 has better anti-ship missile capability. According to the report of Canadian Hanhe Intelligence Review, the operational range of Haihongqi -7 surface-to-air missile reaches13km, and the operational altitude reaches 5-6,000m. It can be seen from the above performance indicators that Haihongqi -7 is mainly to improve the ability to intercept ship-to-ship missiles flying over the sea. It is reported that the development of Haihongqi -7 vertical launch system has also been carried out for a long time, effectively solving the steering and rolling technology after missile launch. However, the actual improvement on the ships 1 12 and13 this time is that the inclined rotary launch mode is still adopted, which proves that the People's Navy is not ready to accept the vertical launch system of Haihongqi -7 at present.

In terms of terminal air defense capability, ships 1 12 and13 originally relied on four 88-type 37 mm double-barrel cannons with a firing rate of 450 rounds per minute, which were converted into 730 near-anti-aircraft guns on both sides of the hangar. The 730 30 mm seven-barrel rapid-fire gun has a firing rate of 4,000 rounds per minute, a maximum range of 5,000 meters, and a general interception distance of1500-2,500 meters. It has the characteristics of fast response, good reliability, high hit accuracy and great power, and its overall performance exceeds the short-range defense systems such as "dense array" and "goalkeeper" commonly used by foreign troops at present.

Another striking feature of this modification is that the main gun is replaced by a stealth double 100 mm gun. From the published refitted photos of 1 12 and13 ships, it can be seen that the turret of the ship's 100 mm main gun is changed from the original arc structure to the polygonal structure, which effectively reduces the radar reflection area on the ship. Similar naval guns of the same type also appeared on Jiangwei Class II frigate 52 1. It can be inferred that this type of gun will become the standard equipment for future surface ships of the People's Navy.
