First, the purpose and significance of implementing the basic academic examination for ordinary senior high school students

1. The purpose of implementing the basic academic examination for ordinary senior high school students is to establish a supervision and inspection mechanism for the quality of education in ordinary senior high schools, standardize the education and teaching behavior in ordinary senior high schools, promote the organization of education and teaching activities in accordance with the new national curriculum plan and curriculum standards, and promote the all-round development and personality development of students.

2. The implementation of the basic academic examination system for ordinary senior high school students is conducive to monitoring the quality of education and teaching in ordinary senior high schools, promoting the curriculum construction and the construction of teachers in ordinary senior high schools, and ensuring the smooth progress of new curriculum experiments; It is conducive to improving and optimizing the running conditions of ordinary high schools and promoting the development of different levels of ordinary high schools; It is beneficial to ensure that students can review, sort out and connect the basic learning contents of various subjects in time when they finish their high school studies mainly through modular learning, and build a complete knowledge structure system; It is conducive to ensuring the objectivity, fairness and seriousness of the graduation qualifications of ordinary high school students; It is conducive to promoting the reform of the college entrance examination system and gradually decomposing the excessive evaluation functions carried by the current college entrance examination.

Second, the nature and function of the basic academic examination for ordinary senior high school students

1. The basic academic examination is a horizontal examination to identify the learning quality of related subjects of ordinary senior high school students. It is different from the college entrance examination with the nature of selection, and it is also different from the credit recognition examination aimed at examining students' learning volume and comprehensive performance in the learning process.

2. The basic academic examination is an important means to evaluate the quality of education and teaching in ordinary senior high schools, and to assess whether the students' learning in related disciplines meets the basic requirements stipulated in the curriculum standards, and it is also one of the main means to check the quality of credit recognition in related disciplines in ordinary senior high schools.

3. The achievement of basic academic examination is one of the criteria to judge whether ordinary high school students can graduate, and it is also the basic condition for ordinary high school students to evaluate their academic qualifications first. With the deepening of the reform of college enrollment system, it will become a reference for colleges and universities to evaluate, test and enroll candidates in the future.

Third, the way, scope and proposition standard of the basic academic examination for ordinary senior high school students

1, the academic basic examination adopts two ways: written examination and operation examination. The written test subjects are: Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology and information technology. Among them, students with liberal arts tendency must take the provincial basic examinations of physics, chemistry, biology and information technology during their school days; Students who are inclined to science must take provincial basic examinations in politics, history, geography and information technology. In ordinary senior high schools registered by provincial education administrative departments, students' written examinations in Chinese, mathematics and foreign languages are organized and implemented by the schools themselves; Unregistered ordinary senior high schools must organize students to take provincial-level basic academic examinations in Chinese, mathematics and foreign languages. The items of operation examination include: general technology and experimental operation of physics, chemistry and biology. All ordinary senior high school students must take four operation exams.

2. In the experimental stage of the new curriculum, the examination scope of the academic basic examination is the content of compulsory modules in all subjects (including the compulsory credit module in elective I), and will be gradually expanded to other relevant contents of elective I when the situation is ripe.

3. The propositional standard of the academic basic examination is based on the basic requirements of the new curriculum plan and the curriculum standards of various subjects, focusing on students' understanding, mastery and application of basic knowledge, basic skills and basic methods. According to the nature of the basic examination and the reality of gradually popularizing high school education in our province, the test paper proposition will be appropriate in difficulty and quantity, so that students who adhere to the normal study according to the educational and teaching norms can generally meet the standards required by the academic basic examination.

Four, ordinary high school students' academic basic examination time and performance evaluation.

1, the academic basic examination is organized twice a year, and the time is arranged in early June and mid-June of 65438+ every year, and each time 10 subjects are taken. Students must obtain credits for all required modules of a subject before they can apply for the academic basic examination of the subject; The school can only organize students to take the academic basic examination of the subject on the basis that they have completed all the required modules of the subject and confirmed the credits of the subject. On this premise, students can choose their own time to take the basic academic examination.

2. Grading system is used to evaluate the scores of basic academic examinations, in which the written subjects are evaluated according to four grades (excellent, good, qualified and unqualified respectively); Operation inspection items are evaluated according to two grades: qualified and unqualified. Students can take the same subject exam many times during their school days, and the highest score will be recorded. Students who can't graduate on time are allowed to continue to take exams within two years after leaving school. The scores of all students' basic academic examinations are recorded in the student status files (paper and electronic files) by the school, and finally presented side by side with each student's comprehensive quality evaluation report.

Five, the measures for the implementation of the basic examination of ordinary high school students.

1. According to the Ministry of Education's Action Plan for Revitalizing Education for 2003-2007, "Establish a national and provincial new curriculum tracking, monitoring, evaluation and feedback mechanism, and strengthen the quality monitoring of basic education", the basic academic examination for ordinary senior high school students is organized by the provincial education administrative department, with the participation of the municipal, county (district) education administrative departments and schools.

2. The written examination of subjects such as Chinese, mathematics, foreign languages, ideology, politics, history, geography, physics, chemistry, biology, information technology, etc. 10 in the academic basic examination shall be uniformly organized by the Provincial Department of Education (including the formulation of reference answers and grading standards), unified examination, unified marking and evaluation results, in which the ideological and political examination shall be opened.

3. The general technology in the basic academic examination and the physical, chemical and biological experimental operation examination shall be organized by the Education Bureau of the districts and cities, and the county (city, district) Education Bureau shall be responsible for monitoring, and the school shall organize tests and evaluate the results. The education bureaus of all districts and cities shall report the experimental test results of general technology and physical and chemical biology and the general technology test plan to the provincial capital for the record. The Provincial Department of Education will conduct monitoring and spot checks on the implementation of operational inspections in various districts and cities in a timely manner.

4. In June 2007, the first academic basic examination was held in this province, and the examination subject was information technology. 5, in order to strengthen the monitoring of the quality of the province's ordinary high school education, in the experimental stage of the new curriculum, all ordinary high schools in the province (including provincial schools approved by the Provincial Department of Education to participate in the provincial examination) must organize students to participate in the provincial academic basic examination.

6. Ordinary senior high school students who take the English and Computer Grade Examination organized by the state and obtain a certain grade certificate can be regarded as having passed the basic academic examination of the corresponding subject, and their grades are recorded as Grade A. During their high school study, students who win the third prize and above in the academic competition organized or agreed by the education administrative department at or above the provincial level (including joint with other departments) can take the basic academic examination at the provincial level without trial, and their grades are recorded as Grade A..

7. Students and social workers other than ordinary senior high school students sign up for the basic academic examination, and their Chinese, mathematics, foreign languages, ideology and politics, history, geography, physics, chemistry, biology, information technology, etc. 10 written test subjects and general technology and physics, chemistry and biological experimental operation, etc. (1 Ordinary senior high schools are designated by the district and city education bureaus to be responsible for the operation according to the principle of territorial management).

Sixth, the safeguard measures for the basic academic examination of ordinary senior high school students

1, the implementation of students' basic academic examination system is an important part of the reconstruction of the new curriculum system in senior high schools. Education administrative departments at all levels must attach great importance to this work, and a leading comrade should be responsible for it and do a good job in coordinating all aspects. It is necessary to strengthen the management of students' basic academic examinations, establish a scientific teaching management system, urge schools to fully implement the curriculum plan, prohibit organizing various forms of mock examinations to deal with basic academic examinations, and compile various review materials and workbooks to ensure the healthy development of basic academic examinations.

2. It is a necessary condition for ordinary senior high school students to participate in and all pass the basic academic examination of the subjects prescribed by the provincial education administrative department. If this year's 1 subject (including 1 subject) fails, the ordinary high school graduation certificate will not be issued. Education administrative departments and schools at all levels must strengthen the management of graduation certificate audit to prevent students from taking the provincial academic basic examination according to the prescribed subjects.

3. The Provincial Department of Education will, according to the requirements of curriculum standards and the actual teaching situation of ordinary high schools in our province, formulate the scope and standards of basic examinations in various science industries, organize the establishment and gradual improvement of the examination database and examination evaluation system for basic academic examinations, and gradually realize the standardization of basic academic examinations.

4. The Provincial Department of Education will develop a networked management application software system to meet the needs of organizing and managing basic academic examinations and implementing education quality monitoring, and timely track, monitor, evaluate and feedback the basic academic examinations, curriculum setting and credit recognition of ordinary high schools, so as to realize the informationization of education quality monitoring of ordinary high schools.

5. In order to mobilize the enthusiasm of all kinds of schools and objectively and fairly evaluate the quality of school education and teaching, the Provincial Department of Education will report the results of basic academic examinations according to five types of schools: provincial model high schools, provincial first-class standard high schools, provincial second-class standard high schools, provincial third-class standard high schools and ordinary high schools, appropriately expand the scope, channels and information of basic academic examinations, and provide services for school development and educational administrative decision-making.

6. The work of the basic academic examination involves thousands of families. All localities should do a good job in publicizing students, teachers, parents and society, improve the understanding of ordinary high school principals and teachers on basic academic examinations, treat basic academic examinations correctly, and prevent unhealthy trends.
