According to the spirit of "Opinions of Tieling Education Bureau on the Enrollment of Ordinary Primary and Secondary Schools in Tieling City" (Tie Shi Jiao Fa [20 16] 18), combined with the reality of our county, we now put forward the following opinions on the enrollment examination of our county:

First, the compulsory education stage of public school enrollment

1, primary school enrollment, we should conscientiously implement the relevant provisions of the Regulations on Compulsory Education in Liaoning Province, and recruit children who have reached the age of 6 (1, born before September 20 10) by township (town). For students who meet the age of admission policy, no primary school may refuse to enter school for any reason, let alone refuse school-age children to enter school by testing.

2, resolutely implement the provisions of all primary school graduates to the nearest junior high school without examination, all junior high schools are not allowed to hold or hold selective examinations in disguise.

3, all primary and secondary schools should coordinate the relevant departments to do a good job in statistical work, and effectively protect the children of migrant workers, especially the children of migrant workers returning home and rural left-behind children.

4. In the stage of compulsory education, public schools shall not recruit "school-choosing students", and shall not set up key classes, fast and slow (good or bad) classes, experimental classes, extra-long classes, cram schools and Olympic math classes. The placement of primary and junior high schools will continue to adhere to the principles of "three averages" (average students' grades, average teachers and average class size), openness, fairness, impartiality and transparency, and will be carried out by lottery under the supervision of discipline inspection, supervision, news departments and parents of students. Students are not allowed to rank and arrange seats according to exam results.

5, primary and secondary schools should do a good job of handover, so that primary schools become the whole of junior high school students. Clarify the responsibility of primary and secondary schools in junior high school enrollment and ensure that 100% of primary school graduates go to school.

6. Do a good job in enrolling disabled children. Disabled children who can't enter special education schools should study in regular classes. Schools should set up intelligence classes if possible to ensure the enrollment rate of disabled children.

Second, ordinary high school enrollment

(A) enrollment targets

All urban and rural junior high school graduates with Tieling county household registration and urban and rural social youths with the same academic qualifications can apply for county high schools.

Candidates who are registered outside the county and enrolled in junior high schools in the county can apply for Tieling County High School and can participate in the directional enrollment of county high schools according to the admission principle.

The following persons are not allowed to apply:

1, students studying in senior high schools such as ordinary high schools, vocational high schools (technical secondary schools), normal schools, ordinary technical secondary schools and technical schools.

2. Students who have been formally admitted to high school education schools, but have left school or been expelled from the school due to serious violations of discipline.

3. Students who have been disqualified from applying for or entering the school due to fraud.

(2) Enrollment quota

1. There are 900 senior high school students in Tieling County (including 40 special students), all of whom are students at public expense. Except for special students and students studying abroad, all other indicators are directed to schools.

2. County Vocational College high school enrollment 100, all public students; County No.2 Middle School plans to enroll 150 students, all of whom are school-choosing students.

3. The allocation of targeted places in each school is calculated according to the number of students enrolled in the graduation grade and the actual number of people taking the exam, and the ratio of the two is 2:8 (the indicators of targeted students in each school will be notified separately).

(3) Registration method

1. Candidates should register in the junior high school where their household registration is located in principle. The graduation school is responsible for examining the qualifications of candidates and handling the registration procedures for junior high school graduates. Social youth registration, with the township (town) or street letter of introduction, residence booklet and academic certificate, the junior high school where my account is located is responsible for reviewing the qualifications of candidates and handling the registration procedures. On the basis of school audit, the qualifications of candidates applying for ordinary high schools are audited and stamped by basic education units, and then they are registered at the Admissions Office.

2. Students studying in schools outside the county who return to their registered permanent residence shall go through the registration formalities at the Tieling County Admissions Examination Office, take part in the physical and chemical experiment operation, oral English test and senior high school entrance examination, but do not occupy the directional indicators of public schools.

3. For special reasons, students who need to apply for ordinary high schools in non-registered places (registered in Tieling County) must write a written application and provide a junior high school diploma (graduation school certificate), which can only be applied for after being examined and confirmed by the Basic Education Unit of the Education Bureau.

4, junior high school entrance examination registration, publishing, examination, review, grading, filing, paper analysis and other work by the Tieling County Entrance Examination Office.

5. Students studying in junior high schools in non-registered places can apply at the schools they attend.

(4) Document basis

The subjects, test scores, time, proposition scope and principles of the senior high school entrance examination shall be carried out in accordance with the Opinions on the Entrance Examination for Junior Middle Schools in Tieling County issued by the County Education Bureau (Tiexian Jiaofa [20 16] 14). Candidates who apply for normal schools and general technical secondary schools shall be executed according to the city and county recruitment documents. After the score is published, it is allowed to view it. The registration time for the score check ends within 3 days after the score is published, and the Tieling County Admissions Examination Office is responsible for the specific score check.

(5) Voluntary service

Tieling county high school and normal school can not be reported at the same time, Tieling county high school or normal school can be reported to ordinary high school and ordinary middle school at the same time.

Candidates and parents should sign the volunteer form. The school shall be responsible for all the consequences caused by the examinee's failure to fill in, the parents' failure to sign or the willingness of others to sign (if the examinee and his parents refuse to sign, the school will issue explanatory materials).

(six) qualification examination and admission methods

The basic education unit of the county education bureau is responsible for the qualification examination and admission of ordinary high schools, and the admission fee is charged from the registration fee; The admission of teachers and technical secondary schools is the responsibility of Tieling County Admissions Examination Office.

1. Admission batch

The admission work is divided into four batches.

2. Objects and methods of placement.

(1) Children of martyrs are given priority under the same conditions, and 20 points will be deducted when applying for ordinary high schools and secondary vocational schools; Students studying in public schools are exempt from tuition and fees and enjoy the relevant funding policies stipulated by the state and the province. Children of cadres aiding Tibet (during the period of aiding Tibet), children of cadres aiding Xinjiang (during the period of aiding Xinjiang), children of returned overseas Chinese, children of overseas Chinese and children of Taiwan compatriots apply for ordinary high schools and secondary vocational schools, and the admission score is 10. Children of active servicemen who apply for high schools regardless of key points and ordinary high schools, who fail to reach the admission scores in each batch of admission, can be admitted with an exception of 10;

(2) Those who meet the above conditions can only enjoy a point reduction treatment without repeating the point reduction. Candidates who have the conditions to lower the score line must provide the original and photocopy of the certificate at the time of registration, and attach the photocopy to the application form after being audited by the admissions department. When the children of servicemen sign up for the qualification examination, they shall issue the servicemen's card, Tieling Military Division certificate, household registration book and parents' marriage certificate, which shall be examined and confirmed by the Basic Education Section (Unit) of the Municipal and County (Urban) Education Bureau. Exceeding the prescribed qualification examination time will not be accepted.

3. The enrollment of high school students in Tieling County

Only qualified candidates among fresh graduates will be admitted according to their wishes. The school will allocate directional places from high scores to low scores until they are full. The number of directional admissions in each school includes the number of admissions from other schools. Directional indicators are not postponed, and the remaining indicators are recovered. As a unified admission in the county, this year's eligible candidates are admitted from high scores to low scores.

4. Public students in the high school of the county vocational college and students in the second high school of the county can choose their own schools according to the wishes of the candidates.

5. Admission of high school special students

The admission of special students in ordinary high schools in the county shall be carried out according to the provisions of Tiexian Jiaofa [2065 438+05] 10 "Opinions on Recruiting Special Students in Tieling County".

6, the ninth grade transfer and repeat students admission principles

During the ninth grade (after July 1 year), the fresh graduates who transferred to the junior high school where the household registration is located cannot participate in the directional index admission of the school, but they can participate in the index admission of studying abroad and returning to the county secondary school and county vocational college. Repeat students can only participate in the admission of high schools and vocational colleges in the county. During the ninth grade, students who moved their household registration from outside the county because of their parents' normal work transfer can be admitted to our school after examination and confirmation.

7, foreign registered permanent residence candidates admission principles

Students from other places who have been studying in Tieling junior high school for three consecutive years and have a student status can participate in directional enrollment. Children of investors transferred from abroad can enjoy the same treatment as local students, but they must show their business licenses and certificates from China Merchants Bureau.

8. The principle of parallel priority for admission scores.

In the admission process of each batch, if the last candidate has two or more candidates with the same scores, it will not exceed the original plan. The principles of priority admission are: first, according to the provincial excellent (group) work, provincial three good (provincial excellent members); City outstanding (group) cadres, city Sanhao (city outstanding members); County outstanding (group) cadres, county Sanhao and other grades of admission; 2. 9. Candidates' Qualification Examination

10, comprehensive quality evaluation requirements

According to the spirit of relevant provincial and municipal documents, continue to carry out the comprehensive quality evaluation of junior high school graduates. The content of comprehensive quality evaluation includes six aspects: moral quality, citizen quality, learning ability, communication and cooperation, sports and health, aesthetics and performance.

Comprehensive quality evaluation should adopt the methods of students' self-evaluation, students' mutual evaluation and class teacher evaluation. Finally, the evaluation team wrote comprehensive comments and scored the above six items respectively. Grades are described by A, B, C and D, and the comprehensive quality evaluation of graduates is carried out by class, and no more than 80% of students in each class are rated as A-level. Students should be extremely cautious when they are rated as D in a certain aspect. The evaluation results should be published in the class and informed to the students and their parents.
