Falsifiability is an essential attribute of scientific theory. Falsifiability is a necessary attribute of empirical proposition, but it is not a sufficient attribute. Claims need more attributes and evidence to make them have empirical significance.
If a claim is falsifiable, there is at least one observation method in theory (even if it is not actually observed) to show that the claim does not meet the standard of tautology (that is, the claim is not always true).
