NCEA is a credit system, and you don't have to pass every course to graduate. Taking the college entrance examination requires credits, generally 14 math score 1, 8 English/Chinese score level 2 (4 reading and 4 writing), plus 42 credits above level 3 (each subject 14, plus other subjects).
