(1) Office (Party Committee Office)

(2) Policies, regulations and property management office
To study and draft local laws and regulations on the management and supervision of state-owned assets, and be responsible for the coordination and formulation of relevant draft laws and regulations and major policies; To study the relevant legal issues in the reform and development of state-owned enterprises, and be responsible for guiding the work of legal advisers of enterprises under supervision; To undertake the legal affairs of the Committee; To study and put forward opinions on the management mode and system reform of state-owned assets, and formulate rules and regulations and management measures for the definition, registration, transfer and disposal of state-owned assets and mediation of property rights disputes; To be responsible for the definition, registration, transfer and disposal of the state-owned assets of the supervised enterprises and the mediation of property rights disputes; Responsible for the inspection, approval and filing of the assets evaluation projects of the supervised enterprises; Review the capital changes, equity transfer and bond issuance plans of the supervised enterprises; Responsible for the management of state-owned shares of joint-stock companies; Supervise and standardize the transaction of state-owned property rights.
(3) Enterprise Reform and Development Department
To study and put forward policies and measures for the reform of state-owned enterprises, and coordinate and solve major problems in the reform and development of enterprises; Guide and promote the construction of modern property rights system of state-owned enterprises and improve the corporate governance structure; To study and put forward policy suggestions on the layout and strategic adjustment of the state-owned economy in the province, formulate medium-and long-term development strategies and implementation plans of provincial state-owned enterprises, and review the development strategies and plans of the enterprises under supervision; To study and put forward policies and measures to cultivate and develop large companies and enterprise groups with international competitiveness; To perform the investor's duties on the major investment decisions of the supervised enterprises, and make post-evaluation on the investment decisions when necessary; To be responsible for guiding the reorganization plans of the supervised enterprises, such as merger, shareholding system reform, listing and joint venture, and the establishment plan of state-owned asset management companies, and to give opinions on matters that require the decision-making of state-owned shareholders; To guide the separation of main and auxiliary businesses and the reorganization of auxiliary businesses of the supervised enterprises; Responsible for organizing and coordinating the debt-to-equity swap, merger and bankruptcy, dissolution, liquidation, closure and reorganization of the supervised enterprises, and guiding the management modernization and informatization of the supervised enterprises; Cooperate with relevant departments to do a good job in re-employment.
(4) Budget Audit and Performance Evaluation Office
Responsible for the preparation of the state-owned assets management budget plan of the supervised enterprises; Guide the supervised enterprises to strengthen the management of state-owned assets and financial management; To implement the laws and regulations of the state on the income management of state-owned assets, and put forward and organize the implementation of measures for the income management of state-owned assets; Responsible for the supervision and payment of the proceeds of state-owned assets and the transfer of state-owned property rights of enterprises under supervision, and supervise the use of capital gains; Cooperate with the audit department to audit the economic responsibility of the person in charge of the enterprise managed by the provincial party Committee, be responsible for the economic responsibility audit of the leaders of other supervised enterprises, and organize and guide the internal audit of the supervised enterprises. Formulate and organize the implementation of the responsibility system for state-owned assets management; Study and improve the authorization management system and supervise the authorized enterprises, study and put forward the target management methods of enterprise assets such as performance contracts and organize their implementation; Responsible for the supervision and payment of risk of mortgage, the operator of the supervised enterprise; According to the evaluation opinions of all parties to the supervision enterprise and the authorized operation audit, comprehensively evaluate the operating performance of the supervision enterprise; To study and put forward opinions and measures on the investigation of major decision-making responsibilities.
(5) Statistical Assessment and Distribution Division
Responsible for the statistics of state-owned assets in the province and the filing of financial accounts of enterprises under supervision, establish a statistical information network of state-owned capital in the province, and publish statistical information in accordance with relevant regulations; Conduct comprehensive research on the operation of the state-owned economy and key enterprises in the province; Responsible for establishing and improving the assessment methods for maintaining and increasing the value of state-owned assets and formulating assessment standards; Responsible for establishing and perfecting the enterprise performance evaluation system and organizing its implementation; To formulate policies, systems and measures for the assets and capital verification of state-owned enterprises, and organize the assets and capital verification of enterprises under supervision; In accordance with the relevant provisions of the state, responsible for the verification of assets losses of the enterprises under supervision. To formulate guiding opinions on the reform of the income distribution system of state-owned enterprises; According to the relevant provisions of the state, regulate the overall level of wage distribution of enterprises under supervision, study and formulate and implement the income distribution policy for managers of provincial state-owned enterprises.
(6) Work Office of the Board of Supervisors
Responsible for the daily management of the board of supervisors according to the relevant provisions of the Provisional Regulations on the Board of Supervisors of State-owned Enterprises.
(7) Management Office of Enterprise Leaders (Party Construction Office)
In accordance with the relevant provisions, assist the Organization Department of the Provincial Party Committee to do a good job in the inspection and assessment of the leaders of the provincial party Committee-managed enterprises, be responsible for the inspection and assessment of the leading bodies and relevant leaders of the enterprises under supervision, and put forward suggestions on the construction of leading bodies and the appointment, removal, exchange, rewards and punishments of leading bodies; Responsible for the ideological and political construction of the leading bodies and leaders of the enterprises under supervision, and guide the democratic life meeting of the leading bodies of enterprises; On behalf of the provincial government, it is responsible for the inspection and assessment of the supervisors and chief financial officers of the supervised enterprises; Responsible for reviewing the candidates for the organization minister (manager of human resources department) of the party Committee of the supervised enterprise. Responsible for supervising the relevant leaders of enterprises to go abroad (border) for political examination; Responsible for supervising the construction of enterprise management talent team; Responsible for the construction of grass-roots party organizations, the development of party member and the education of party member in the supervised enterprises, and guide the ideological and political work and corporate culture construction of the supervised enterprises; To be responsible for managing and coordinating the education, training and intellectual work of the enterprises under supervision; Be responsible for guiding the supervised enterprises to hold the Party Congress (general party membership meeting) and related examination and approval matters.
(8) Personnel department
Responsible for the organization establishment, cadres and personnel, labor wages, education and training of the commission and its directly affiliated units; To guide the reform of the personnel system of enterprise cadres under supervision; Responsible for coordinating and handling the relevant foreign affairs work of the Committee organs and directly affiliated units, and organizing and guiding international exchanges and cooperation; Responsible for the management and service of retired cadres of the commission.
