The textbook fee for kindergartens is announced by the state, and the provinces introduce the standard of teaching fee according to their own conditions. The Provincial Price Bureau, the Provincial Department of Education and the Provincial Department of Finance jointly issued the "Notice on Further Defining the Relevant Issues of Kindergarten Charge Management".

It is clearly stipulated that no matter whether it is a public kindergarten or a private kindergarten, it is only allowed to collect fees such as nursery education fees, accommodation fees, service fees and agency fees from children entering the park. No additional fees shall be charged for running various training courses in the name of characteristic education, no book fees shall be charged, and no tuition fees and other fees linked to admission shall be charged in any name.
