Second, effectively strengthen publicity and guidance, thoroughly publicize the current epidemic prevention and control requirements, actively guide off-campus training institutions, students and parents to consciously obey the overall situation of epidemic prevention and control, reduce the risk of cluster epidemic spread, and keep the bottom line of life safety.

Third, all counties and districts should strictly implement the responsibility of territorial management, cooperate with the departments of politics and law, market supervision, civil affairs, housing construction, public security, fire protection, etc., and strengthen supervision and law enforcement through a comprehensive governance system linked by township and community neighborhood committees; Actively coordinate with the Party committee and government, and build a grass-roots defense line through the four-level contracting system of "county contracting township, township contracting agency, social contracting agency and residential contracting building" to form a closed-loop management of off-campus training institutions; Relying on townships, communities, deputies to the National People's Congress, CPPCC members, morals supervisors and people from all walks of life who care about and support education, establish a "grid" governance system; Carry out carpet investigation and rectification of unlicensed off-campus training institutions within the jurisdiction.

Four, it is strictly prohibited to crowdfunding counseling activities and disguised illegal off-campus training activities. In the law enforcement inspection, if an off-campus training institution illegally organizes students to carry out offline off-campus training activities, the school license will be revoked, especially for in-service teachers who violate the rules and regulations, the relevant responsible persons will be investigated according to law and notified to the society.

Fifth, properly handle the refund work. Supervise the training institutions to optimize the refund process, ensure smooth channels, and solve the refund disputes arising from the failure to cancel courses and suspend classes in time. The education administrative departments at all levels in the city have set up hotlines to accept the supervision and reporting from all walks of life and the general public.
