Provisions on the Administration of Putonghua Proficiency Test
Article 1 In order to strengthen the management of Putonghua proficiency test and promote the healthy development of Putonghua proficiency test norms, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Common Languages and Characters.
Article 2 The Putonghua proficiency test (hereinafter referred to as the test) is an oral test of the Putonghua proficiency of candidates. Testing is one of the basic measures to promote the popularization and application of Putonghua.
Article 3 The national language and writing department promulgated the test grade standard, test outline, test procedure and test work evaluation method.
Article 4 The national language and writing departments shall conduct macro-management of testing work, formulate testing policies and plans, and organize, coordinate, guide, supervise, inspect and evaluate testing work.
Article 5 Under the leadership of the national language and writing department, national testing institutions shall organize and implement testing, guide testing business, supervise and inspect testing quality, and carry out testing scientific research and business training.
Article 6 The language and writing departments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial language and writing departments) shall exercise macro-management over the testing work within their respective jurisdictions, formulate testing work plans and plans, and organize, coordinate, guide, supervise, inspect and evaluate the testing work.

The responsibilities of testing institutions below the provincial level shall be determined by the provincial language and writing departments.

Those who apply for the national tester certificate should generally have professional and technical positions above the intermediate level and provincial tester qualifications for more than two years, and have certain testing and scientific research ability and strong Putonghua teaching ability.
Eleventh people who apply for the provincial tester certificate shall be awarded the provincial tester certificate by the provincial language and writing department after passing the training and examination of the provincial testing institution; Those who apply for the national tester certificate recommended by the provincial language department shall be awarded the national tester certificate by the national language department after passing the training and examination of the national testing institution.
Twelfth testing institutions according to the needs of the work to hire inspectors and issued a letter of appointment for a certain period of time.

Sixteenth candidates' Putonghua level shall be stipulated by the competent department of industry of the state.

Article 19 The test results shall be determined by the testing institution that carries out the test.
Twentieth examination grade certificate shall be uniformly printed by the national language and writing department, and shall be issued by the provincial language and writing office after being numbered and stamped.
Twenty-first Putonghua proficiency test grade certificate is common in the whole country. If the grade certificate is lost, you can apply to the original issuing unit for a replacement. Forged or altered Putonghua proficiency test certificate is invalid.
Twenty-second candidates to apply for the exam again and the interval between the previous exam should be not less than 3 months.
Twenty-third candidates have objections to the examination procedures and results, they can appeal to the examination institution that implements the examination or the examination institution at a higher level.
Twenty-fourth testers who violate the testing regulations shall be criticized and educated, suspended from testing, dismissed from employment or declared the tester's certificate invalid according to the circumstances. If the circumstances are serious, they shall be given administrative sanctions by their units.
Twenty-fifth candidates who violate the examination regulations and cancel their examination results, if the circumstances are serious, shall be submitted to their units for administrative sanctions.
Twenty-sixth inspection fees must be approved by the local price department.
Twenty-seventh testing institutions at all levels must strictly implement the charging standards, abide by the national financial system, and accept the supervision and audit of relevant local departments.
