Notice on Price Policy of Photovoltaic Power Generation Project

In order to implement the requirements of the State Council General Office's Strategic Action Plan for Energy Development (20 14-2020) on the gradual decline of the on-grid tariff of new energy benchmarks, rationally guide new energy investment and promote the healthy and orderly development of photovoltaic power generation industry, it is decided to adjust the on-grid tariff policy of photovoltaic power generation benchmarks for 20 18 years. After consultation with the National Energy Administration, the relevant matters are hereby notified as follows:
1. According to the current technological progress and cost reduction of photovoltaic industry, reduce the benchmark on-grid tariff of photovoltaic power plants put into operation after 20 18 1 0, and adjust the benchmark on-grid tariff of Class I, Class II and Class III resource areas to 0.55 yuan, 0.65 yuan and 0.75 yuan per kWh (respectively From 20 19, all photovoltaic power generation projects included in the annual scale management of financial subsidies will be subject to the corresponding benchmark electricity price according to the production time.
2. For distributed photovoltaic power generation projects put into operation after 20 18 1 10, if the mode of "spontaneous self-use and surplus access to the Internet" is adopted, the subsidy standard for full electricity consumption will be reduced by 0.05 yuan, that is, the subsidy standard will be adjusted to 0.37 yuan per kWh (including tax). The distributed photovoltaic power generation project with "all-on-line" mode shall be implemented according to the price of photovoltaic power stations in the resource area. The self-use electricity of distributed photovoltaic power generation projects is exempted from all kinds of government funds and surcharges, system reserve capacity fees and other related grid-connected service fees levied with the electricity price.
Three, the village photovoltaic poverty alleviation power station (0.5 MW and below) benchmark electricity price, household distributed photovoltaic poverty alleviation project electricity subsidy standards remain unchanged.
Four, new energy power generation enterprises and power grid enterprises must truly and completely record and save the related power generation projects online trading electricity, price and subsidy amount and other information, accept the supervision and inspection of relevant departments, and submit the relevant data to the National Renewable Energy Information Management Center before 10 every month. Price departments at all levels should strengthen the supervision of the implementation of new energy on-grid tariffs and the settlement of additional subsidies for tariffs, and urge the relevant on-grid tariff policies to be put in place.
Five, encourage local governments in accordance with the relevant provisions of the state to carry out photovoltaic power price reform and market-oriented bidding pricing pilot, and gradually improve the mechanism of price discovery through the market.
