An inspection and testing institution applying for accreditation shall meet the following conditions:

(1) A legal person or other organization established according to law and able to bear corresponding legal liabilities.

(2) Having inspection and testing technicians and management personnel suitable for their inspection and testing activities.

The term "qualification identification" as mentioned in these Measures refers to the evaluation permission of the market supervision and management department in accordance with the provisions of laws and administrative regulations on whether the basic conditions and technical capabilities of the inspection and testing institutions that issue proof data and results to the society meet the statutory requirements.
