major duty

(a) to implement the national guidelines, policies, laws and regulations on foreign trade, economic cooperation, foreign investment and economic development zones; To study, draft and formulate local laws, regulations and policies of this Municipality on foreign trade, utilization of foreign capital and foreign economic and technological cooperation, and organize their implementation; Coordinate the related affairs between the whole city and the World Trade Organization.

(two) to study and formulate the city's import and export long-term planning and development strategy; Coordinate foreign economic and trade activities held or participated in by the whole city at home and abroad; Guide the city's import and export anti-dumping, countervailing and safeguard measures; Responsible for the filing of the right to operate import and export of enterprises or the right to operate international freight forwarders.

(three) to study and formulate policies, measures and development plans for attracting foreign investment in this Municipality, and to guide the work of attracting foreign investment in this Municipality; To inspect and supervise the implementation of relevant laws, regulations, contracts and articles of association by foreign-invested enterprises; Coordinate and solve related problems in foreign investment.

(four) in conjunction with the relevant departments to organize the implementation of national policies and management measures on processing trade; Study and analyze the development trend of processing trade, give macro guidance to the city's processing trade, and examine and approve the processing trade business within the city's management authority.

(five) responsible for the examination and application of foreign trade institutions and enterprises established outside the city; Responsible for the declaration and coordination of overseas enterprises and resident representative offices in our city; Guide the healthy development of technology trade and service trade in the city; Coordinate and handle the cooperation and export of foreign labor services in our city and guide the education and training of overseas labor services.

(six) responsible for the liaison work of the city's foreign economic and trade affairs; Responsible for the examination and declaration of the city's foreign trade and economic cooperation delegation.

(seven) to study and formulate the planning and development policies of the city's economic and technological development zones, export processing zones and bonded zones, and coordinate and guide their development.

(eight) responsible for the management of the city's ports; Prepare the port opening plan and be responsible for the examination and approval of port opening or closing; To formulate port construction plans jointly with relevant departments; Organize and coordinate relevant departments to do a good job in opening international passenger and cargo routes at land and air ports.

(nine) to guide the construction of the city's foreign trade team and the education and training of various foreign trade professionals; Guide the foreign trade and economic cooperation of counties (cities) and districts.

According to the above responsibilities, the Municipal Foreign Trade and Economic Cooperation Bureau has 10 functional offices and retired cadres.

(1) office

To comprehensively coordinate the daily work of organs; Responsible for secretarial, meetings, letters and visits, confidentiality, file management, security, office automation and logistics services; Responsible for the examination and declaration of the city's foreign trade and economic cooperation delegations; Responsible for comprehensive statistics and analysis of foreign trade and economic cooperation, and release all kinds of foreign trade and economic cooperation information; Responsible for handling the suggestions of NPC deputies and CPPCC members.

(2) Policy and Regulation Department

To be responsible for the strategic countermeasures of foreign trade and economic cooperation in the whole city and the research on major issues of foreign trade and economic cooperation; Study the international foreign trade trends and national foreign trade policies, and put forward relevant countermeasures and suggestions; Organizing the drafting and formulation of local foreign trade laws, regulations and policies; Participate in the investigation and handling of major foreign trade disputes; Responsible for coordinating the affairs related to the World Trade Organization, and guiding the import and export anti-dumping, countervailing and safeguard measures related to the whole city.

(3) Foreign Trade Development Office

Organize the implementation of the city's foreign trade diversification development strategy; Prepare annual import and export control targets and import and export commodity structure adjustment plans; Coordinate and manage the import and export business and processing trade business of the whole city; Responsible for the filing of import and export operation rights of various enterprises in the city; Coordinate the foreign trade activities held or participated in by the whole city abroad; To be responsible for the declaration of quotas and licenses for import and export commodities; Work out and implement import and export plans for important industrial products, raw materials and important agricultural products (except major grain crops and cotton) jointly with relevant departments; Cooperate with relevant departments to manage the trademarks and quality of import and export advertisements and export commodities in this Municipality; Contact the Chamber of Commerce for Import and Export.

(4) Technical and Trade Office

To study and formulate long-term plans, policies and measures for the city's foreign technology trade and organize their implementation; To study, formulate and coordinate the implementation of policies to encourage technology import and export; Coordinate and handle the import and export of technology, complete sets of equipment and high-tech products in this Municipality; Guide the city's technology import, equipment import and international bidding projects, and manage the re-export of technologies restricted and prohibited by the state and imported technologies; To guide the scientific and technological development, technological progress and informatization of foreign trade and economic cooperation.

(5) Foreign Investment Management Office

To formulate and implement laws and regulations on foreign investment management and services; Responsible for the declaration and coordination of overseas enterprises and resident representative offices in our city; Responsible for reviewing and reporting the contracts and articles of association of foreign-invested enterprises; Responsible for the city's use of foreign capital scheduling; Responsible for accepting complaints from foreign-invested enterprises and foreign businessmen, coordinating relevant departments to handle contradictions and disputes in Sino-foreign cooperation, and safeguarding the legitimate rights and interests of China and foreign countries according to law.

(6) Foreign Investment Promotion Office

Responsible for the preparation of the city's long-term and annual plans for the utilization of foreign capital and organize their implementation; To study and formulate the promotion strategy of attracting foreign investment in the whole city; Coordinate and handle issues related to improving the investment environment; Guide the city's foreign investment promotion work; Coordinate and guide major overseas investment promotion activities; Guide the management of foreign-funded enterprises in the city.

(7) Office of Foreign Economic Cooperation

To study and formulate the long-term planning and annual control objectives of the city's foreign contracted projects and labor cooperation and organize their implementation; Guide the development of overseas markets and standardize the business order of overseas enterprises; Responsible for the declaration of the right to operate foreign economic and technological cooperation and the coordination and management of labor dispatch personnel, and guide the education and training of labor dispatch personnel in our city; Responsible for coordinating the implementation of bilateral economic and technical cooperation projects between governments and projects with free assistance from the United Nations and foreign NGOs.

(8) Port Management Office

Responsible for port site management; Coordinate and handle related disputes between port units; To draw up plans for port opening, construction and development, and organize their implementation; Responsible for the declaration of port opening or closing; Balance the port foreign trade transportation plan, and be responsible for the statistical analysis of port import and export trade clearance; Reasonably guide the collection, distribution and diversion of import and export trade sources within the jurisdiction and surrounding areas.

(9) Development Zone Management Office

To study and formulate the development plans of various economic and technological development zones, export processing zones and bonded zones in this Municipality in conjunction with relevant municipal departments and organize their implementation; Responsible for declaring the establishment of national, provincial and municipal development zones; Study and analyze the development and operation of development zones, export processing zones and bonded zones, and put forward relevant countermeasures and suggestions; Coordinate and guide the construction and standardized management of various economic development zones, export processing zones and bonded zones.

(10) Organize the personnel department

To be responsible for the education and training of cadres, personnel, publicity and employees of the bureau and its subordinate units; To be responsible for the assessment of the personnel going abroad (abroad) by the bureau organs and directly affiliated units; Responsible for the evaluation and appointment of professional and technical positions of enterprises and institutions affiliated to the bureau; Responsible for the party building work of organs and subordinate units.
