202 1 We should further strengthen the governance, adhere to the rule of law, treat both the symptoms and root causes, strictly examine and approve training institutions, strengthen the supervision of training content, standardize the training service behavior, actively promote the use of the Off-campus Training Service Contract for Primary and Secondary School Students (model text), seriously investigate and deal with illegal training behaviors, effectively reduce the excessive off-campus training burden of students, and safeguard the legitimate rights and interests of parents.

Article 4 of the Opinions on Standardizing the Development of Off-campus Training Institutions ensures that the licenses are complete. Off-campus training institutions must obtain a school license after examination and approval, and register to obtain a business license (or a certificate of legal person of a public institution or a registration certificate of a private non-enterprise unit) before training can be carried out.

If the school license and business license have been obtained, if they do not meet the set standards, they should be rectified according to the standards. If the rectification is not in place, the school license shall be revoked, the training activities shall be terminated, and the registration shall be changed or cancelled according to law.
