1 HSE plan review

According to the relevant requirements of HSE contract management, the general contractor is required to submit the HSE plan, which has been carefully reviewed with reference to the HSE system management regulations of Tianjin Branch and the overall situation of the project. During the project, supervise whether the general contractor implements the plan submitted by him.

Two-person machine for inspection

Require the general contractor to submit the equipment (including special equipment) ledger and equipment certificate used in the project construction site. Construction personnel ledger and personnel documents (including safety officer qualification certificate and special operations personnel qualification certificate), as well as vehicles used in the construction site, make relevant registration.

3 HSE inspection

According to the established safety inspection plan, organize daily inspection, weekly inspection, monthly inspection and special inspection on a regular basis, coordinate the records of potential safety hazards on site, and evaluate the risks of nonconformities. Track the rectification in real time and make relevant records.

4 HSE training

Require the general contractor to implement its training plan in accordance with the relevant provisions of HSE plan and make relevant records; Regularly carry out safety training of the project department; Organize contractors to carry out special safety training in time for the problems that often appear on site.

5 HSE meeting minutes

For weekly project meetings, quality and safety meetings and monthly meetings, the general contractor is required to make relevant records, and review, issue and back up the meeting records.

6 JSA management

Ask the general contractor to submit the JSA plan for the project construction stage, carefully review the plan, and urge the general contractor to conduct JSA analysis meeting (before operation) and technical disclosure meeting in time.

7 hidden danger management

Collect photos of hidden dangers on site, record relevant hidden dangers, and track them to ensure implementation and solution.

8 Risk management

Require the general contractor to carry out risk identification activities on a regular basis and update them in time according to different operations on site; Organize the project department to carry out risk identification activities regularly.

9 emergency management

Review the emergency plan and special emergency plan submitted by the general contractor, and review the subcontract emergency plan and special emergency plan; Check and verify the emergency materials on the construction site and make records; Take the lead in organizing contractors to carry out emergency drills regularly.

10 HSE assessment

Conduct HSE evaluation according to the established HSE evaluation table and the implementation of the general contractor's related work.

Regularly update the working hours statistics of the owner, CCS, general contractor and subcontractor every week.

12 work permit management

According to the HSE management system of Tianjin Branch, the general contractor is required to submit the work permit management system. In case of any discrepancy, the management system of Tianjin Branch shall prevail, and so on. Check the implementation of site operation permit management in time.

13 laws, regulations, rules and standards

Constantly study laws, regulations, rules and standards, and seek the support of relevant laws and regulations for the problems found.

14 environmental factor identification list

Similar to risk identification, environmental factor identification activities are carried out regularly.

15 Daily, Weekly and Monthly Reports

Prepare daily, weekly and monthly reports of the project department, and fill in the weekly and monthly reports of the company (always insist on making bilingual versions in Chinese and English).
