The people-oriented concept is not firmly established, and it does not pay attention to safeguarding the interests of employees and does not respect the rights and interests of employees; Without introducing scientific management concept, experience management and workshop management are adopted; There are defects in the management system and loopholes in the management mechanism; There are many problems in the construction site, such as "dirty and messy" phenomenon, which realizes the innovation and leap of the construction site management model.

4. Strengthen incentives. Article 3 Qingdao standardized management demonstration site (hereinafter referred to as "standardized demonstration site") is the honorary title awarded to the construction site whose management level has reached the specified requirements within the administrative area of Qingdao.
Article 4 Qingdao Construction Engineering Administration Bureau (hereinafter referred to as the Municipal Construction Administration Bureau) is in charge of the evaluation of standardization demonstration sites in this Municipality.
City Construction Management Bureau set up a standardized demonstration site evaluation committee (hereinafter referred to as the "jury"), which is responsible for organizing the evaluation and publishing the evaluation results. The jury consists of 1 director, 1 deputy director and several members.
The jury has an office, which is responsible for the daily affairs of the jury. The office of the jury is located in the Quality and Safety Department of the Municipal Construction Management Bureau.
Article 5 The basis for evaluating standardized demonstration sites is the Code for Management of Construction Sites.
Article 6 This Municipality organizes the evaluation of standardization demonstration sites twice a year, and selects them from the construction projects under construction in that year, which will be reviewed and announced by the Municipal Construction Management Bureau.
Chapter II Scope of Selection
Seventh in the administrative area of this Municipality, the following buildings with independent production and use functions can be declared and selected in accordance with these measures:

Chapter III Application Conditions

Article 9 Application Procedures

The preliminary evaluation team will grade the construction site according to the management standards of the construction site, and make follow-up inspection as planned and make records.
(four) the district and municipal construction administrative departments shall, according to the annual plan, strengthen the guidance and inspection of the establishment of standardized demonstration sites, and establish and create files.
Article 10 review procedure
(a) the preliminary evaluation team will conduct follow-up spot checks and preliminary evaluation from the basic projects on the basis of being included in the project selected by the Municipal Jury Office, and have the veto right to cancel the qualification of participating in the selection for the project that does not meet the relevant provisions of the construction site management standards. Chapter V Awards and Incentives
Article 11 Since the promulgation of these Measures, this Municipality will no longer organize the selection of municipal safe and civilized construction sites, and the projects that have won the title of standardized demonstration sites will be regarded as municipal safe and civilized construction sites, which will be commended by the Municipal Construction Management Bureau.
Twelfth standardized demonstration site construction units and supervision units in the project bidding, will give extra points.
Projects that have not won the title of standardized demonstration site shall not declare "Qingdao Cup", "Provincial Safe and Civilized Site", "Taishan Cup" or "Luban Award".
Thirteenth after the announcement of the evaluation results, the management standard of the construction site is reduced, which can not meet the specified requirements, and its title of standardized demonstration site is revoked.
Chapter VI Work Discipline
Fourteenth reporting units should be practical and realistic, and shall not resort to deceit. Those who violate the rules will be given informed criticism, depending on the seriousness of the case, until their declaration and award-winning qualification are revoked.
Article 15 A judge should act impartially, strictly observe discipline and consciously resist unhealthy practices. For violators, depending on the seriousness of the case, they will be criticized, warned or revoked their accreditation qualification until they suggest that their units be given administrative sanctions.
