China's science and technology service industry has a good momentum of development, the service content is constantly enriched, the service model is constantly innovating, new science and technology service institutions and service formats are constantly emerging, and the service quality and ability are steadily improved. However, on the whole, China's science and technology service industry is still in the early stage of development, and there are problems such as imperfect market players, low degree of specialization of service institutions, few high-end service formats, lack of well-known brands, imperfect development environment and lack of compound talents. It is an important measure to adjust and optimize the industrial structure and cultivate new economic growth points. Leading industrial upgrading and promoting the economy to the middle and high-end level are the key links to realize scientific and technological innovation. In order to speed up the development of science and technology service industry, the following opinions are put forward. (1) Improve the market mechanism. Combined with the improvement of the calculation and verification method of enterprise R&D expenses, the scope of pre-tax deduction of scientific and technological service expenses is studied as a whole. Accelerate the pilot project of changing business tax to value-added tax, expand the scope of deduction of input value-added tax for science and technology service enterprises, and eliminate double taxation. Implement the relevant preferential tax policies for the National University Science Park and the incubator of science and technology enterprises, and exempt the real estate and land for personal use and provided to the incubator from property tax and urban land use tax; The income from leasing the premises and houses to incubation enterprises and providing incubation services shall be exempted from business tax. (4) Broaden funding channels. Actively use all kinds of talent plans to introduce and train a group of high-end talents who understand technology, market and management.
