Attach importance to supporting poor areas with rich tourism resources to develop tourism. Article 6 Local people's governments at all levels shall encourage and support the development of tourism education, train tourism talents in a planned way, and improve the quality of tourism professionals and the quality of tourism services. Article 7 The tourism administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of tourism within their respective administrative areas, and the departments of planning, construction, transportation, posts and telecommunications, commerce, public security, price, industry and commerce administration, culture, sports, health, forestry, water conservancy, environmental protection and religious affairs shall do a good job in tourism management according to their respective functions and duties. Eighth local people's governments at all levels encourage and support domestic and foreign organizations and individuals to invest in the development of tourism resources, build tourism facilities, set up tourism enterprises, and develop tourism commodities according to law. Ninth local people's governments at all levels should strengthen the education of civilized quality and legal system for residents in tourist areas, maintain the tourism order in tourist areas, and create civilized tourist attractions. Tenth units and individuals that have made outstanding contributions to the protection, development and utilization of tourism resources shall be commended and rewarded by the people's governments at or above the county level or the tourism management departments. Chapter II Development and Protection of Tourism Resources Article 11 The tourism resources mentioned in these Regulations refer to natural and cultural landscapes that can be developed and utilized for the development of tourism and can generate social and economic benefits. Twelfth development and utilization of tourism resources must adhere to the principles of unified planning, rational development, scientific management and sustainable utilization.
The tourism administrative departments of the people's governments at or above the county level shall, according to the advantages and characteristics of tourism resources, strengthen publicity and promotion activities at home and abroad to improve the visibility of key tourist attractions. Thirteenth tourism management departments of the people's governments at or above the county level shall be responsible for organizing the general survey of tourism resources within their respective administrative areas and guiding relevant departments to formulate plans for the development, utilization and protection of tourism resources within their respective administrative areas.
The investigation and evaluation of scenic resources and the planning, construction and management of scenic spots shall be carried out in accordance with the Regulations on the Administration of Scenic Spots. Article 14 The development of tourist resources and the construction of tourist facilities shall conform to the overall planning of tourist areas, and strict protection measures shall be taken in accordance with the provisions of relevant laws and regulations on environmental and resource protection. Fifteenth the development of tourist attractions, scenic spots and the construction of foreign-related hotels and other facilities, should seek the opinions of the tourism management department of the people's government at or above the county level, and report to the relevant departments for approval in accordance with the prescribed procedures. Article 16 Where an application for the establishment of a tourist area is made in an area with outstanding characteristics of tourist resources, relatively concentrated tourist attractions and significant development and utilization value, it shall be reviewed by the provincial tourism management department according to law and submitted to the provincial people's government for examination and approval. Chapter III Tourists Article 17 Tourists shall enjoy the following rights in tourism activities according to law:
(a) to understand the real situation of tourism activities and services;
(two) to choose tourism operators, service methods and tourism products independently;
(three) to obtain tourism services at the price agreed in the contract, and to decide whether to accept or not to accept services other than those agreed in the contract;
(four) personal dignity, national customs and religious beliefs are respected;
(5) Personal and property safety is protected;
(six) other rights stipulated by laws and regulations and agreed in the travel contract. Eighteenth tourists should abide by the tourism order and the provisions on tourism safety and environmental sanitation, fulfill the tourism contract or agreement, and respect the ethnic customs and religious beliefs in the tourist area. Shall not destroy the landscape and tourist facilities in the tourist area. Nineteenth the legitimate rights and interests of tourists are protected by law, and no unit or individual may infringe upon them.
Where the legitimate rights and interests of tourists are infringed, they have the right to request the units and individuals that have harmed their legitimate rights and interests to stop the infringement and compensate for the losses. You can complain to the tourism management department or other relevant departments where the tourism operator is located or where the damage occurred, or you can bring a lawsuit directly to the people's court according to law. Chapter IV Tourism Operators Article 20 The tourism operators mentioned in these Regulations refer to travel agencies, foreign-related hotels and other designated units, scenic spots and scenic spots operators of various economic sectors.
