2. Maintain the level of public welfare. The Action Plan calls for strengthening the planning and construction of preschool education parks, allocating 1 kindergarten 15 classes for every 10,000 permanent residents, and building, rebuilding and expanding 90 kindergartens in three years. Develop inclusive kindergartens, adhere to public welfare and provide preschool education services. Classify and manage supporting kindergartens in residential areas to ensure children's right to receive inclusive preschool education. At present, the coverage rate of public kindergartens in Shanghai has reached 6 1.7%, and the coverage rate of inclusive education has reached 85% in the first three years.
