Article 21? The management of state secret carriers shall comply with the following provisions:

(1) The production of state secret carriers shall be undertaken by organs, units or units that have passed the confidentiality examination by the secrecy administrative department, and the production sites shall meet the confidentiality requirements.

(2) Receiving and sending state secret carriers shall go through the procedures of counting, numbering, registration and receiving.

(4) Copying the carrier of state secrets or extracting, quoting or compiling the contents belonging to state secrets shall be submitted for approval in accordance with regulations, and the classification, confidentiality period and scope of knowledge of the original shall not be changed without authorization. (5) Places, facilities and equipment for keeping state secret carriers shall meet the requirements of state secrecy.
