Chapter I General Provisions

Article 1 The name of this Association is: * * District Retired Educators Association of * * City (hereinafter referred to as * * District Retired Educators Association).

Article 2 This Association is a joint, local and non-profit social organization composed of retired educators from schools and educational administrative institutions at all levels of the education system in * * District. It is a bridge and link between the party and the government to contact retired educators and a warm home for retired educators.

Article 3 The purpose of this Association is: under the leadership of the Party and the government, adhere to the Party's basic line, implement the Party's educational policy, and implement the policy of "providing old people with a sense of security, medical care, health care, learning and teaching, and enjoying old people". Abide by the Constitution, laws, regulations and national policies, and abide by social morality. Serve the healthy growth of the younger generation, realize the Chinese dream of rejuvenating the country through science and education, and contribute to the construction of three civilizations and education.

Article 4 The Association shall accept the leadership and business guidance of the Party Committee and Education Bureau of * * * District, the competent business unit, and accept the supervision and management of the Civil Affairs Bureau of * * District, the organization registration organ.

Chapter II Scope of Business

Article 6 The business scope of this Association

(1) Organize members to study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, publicize and implement the Party's line, principles and policies, and conduct current affairs and political education.

(two) to publicize and implement the principles, policies, laws and regulations of the party and the state. , to carry out investigation and study, to provide decision-making reference for the administrative department of education. Give full play to the role of retired organizations and their members in building a harmonious society.

(3) Implement the Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly, safeguard the legitimate rights and interests of members, reflect the wishes and suggestions of members, and ask relevant parties to help retired educators, especially widowed, disabled, elderly and destitute members to solve the difficulties encountered in their lives.

(4) Practicing Scientific Outlook on Development, giving full play to the political advantages, intellectual advantages, experience advantages and time and space advantages of retired educators, carrying out the work of caring for the next generation according to social needs and their own conditions, organizing education and training at all levels and in accordance with the Party's educational policy, organizing research and consultation activities, cultivating young teachers, and improving their professional ethics and teaching level; Cooperate with relevant departments to strengthen ideological and political work, safeguard stability and unity, maintain social stability, promote educational reform and development, promote scientific progress, and play a role in building a harmonious society.

(5) Strengthen the construction of socialist spiritual civilization, hold various reports, symposiums, social parties and study classes in time, and enrich and enliven the study life of members. According to the different hobbies and specialties of members, we will carry out various cultural and sports activities and knowledge lectures that are beneficial to the physical and mental health of the elderly, and constantly improve their living standards and quality of life.

Chapter III Members

Article 7 Members of this Association include unit members and individual members.

The members of this association are composed of schools (units) retired from education. Retired educators from schools (units) at all levels in the district education system can apply to join this association in their personal capacity.

Article 8 A member applying to join this Association must meet the following requirements:

(1) Supporting the articles of association;

(2) Having the will to join this Association;

(three) retirees from various schools and educational administrative institutions in this district;

(four) retirees from other places, who have settled in this area and are permanent residents, can apply for joining the party with their retirement certificates and household registration books;

(5) Having the capacity for legal responsibility.

Article 9 The procedures for joining the club are as follows:

(1) Fill in the membership application form;

(2) The Council discussed and approved.

Article 10 Members shall enjoy the following rights:

The right to vote, to be elected and to vote;

(two) to participate in the activities of this association;

(three) to obtain the priority of our services;

(four) have the right to criticize, suggest and supervise the work of this association;

(5) Freedom to join and quit voluntarily.

Article 11 Members shall perform the following obligations:

(1) Abide by the articles of association of this Association and implement the resolutions of this Association;

(two) to safeguard the legitimate rights and interests of the association;

(three) to complete the work assigned by the association and the tasks entrusted by the association;

(four) to pay membership fees in accordance with the provisions;

(5) Report the situation to this Council and provide relevant information.

Article 12 A member who withdraws from the meeting shall notify the Association in writing.

If a member fails to pay the membership fee within one year and does not participate in the activities of the association without justifiable reasons, it will be regarded as automatic withdrawal.

Article 13 A member who seriously violates the Articles of Association shall be removed by voting of the Council or the Standing Council.

Chapter IV Creation and Dismissal of Organizational Structure and Person in Charge

Article 14 The highest authority of this Association is the members' congress, and its functions and powers are:

(a) to formulate and amend the articles of association;

(2) Electing and dismissing directors;

(three) to consider the work report and financial report of the Council;

(4) Deciding to terminate.

(5) Deciding on other major matters.

Fifteenth members' congress can only be held when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives present vote.

Article 16 The members' congress held once every five years needs to be changed or postponed in advance due to special circumstances, which must be approved by the board of directors, reported to the Party Committee of the Education Bureau of * * * District and approved by the Civil Affairs Bureau of * * District, but the longest extension shall not exceed 1 year.

Article 17 The Council is the executive body of the general meeting of members, leading the association to carry out its daily work during the intersessional period and being responsible for the general meeting of members.

Article 18 The functions and powers of the Council are:

(a) to implement the resolutions of the members' congress;

(two) to elect and recall the president, vice president and secretary general;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' congress;

(five) to decide to absorb and recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(eight) to lead the work of the institutions of this Association;

(nine) to formulate internal management system;

(10) To decide on other major matters.

Article 19 A meeting of the board of directors shall be held only when more than two thirds of the directors are present, and its resolutions shall take effect only after being voted by more than two thirds of the directors present.

Article 20 The Council shall meet at least once a year; Under special circumstances, an exchange meeting can also be held.

Article 21 The Association shall set up a standing council, which shall be elected by the council, and shall exercise the functions and powers specified in items 1, 3, 5, 6, 7, 8 and 9 of Article 18 when the council is not in session, and shall be responsible to the council (the number of the standing council shall not exceed 65,438+0.3 of the number of directors).

Article 22 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting.

Article 23 The Standing Council shall meet at least once every six months; Special circumstances can also be held by means of communication.

Article 24 The president, vice-president and secretary-general of this Association must meet the following conditions:

(a) adhere to the party's line, principles and policies and good political quality;

(2) It has great influence on the education system;

(3) The term of office of the president, vice-president and secretary-general shall not exceed 70 years in principle, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Having not been subjected to criminal punishment of deprivation of political rights;

(6) Having full capacity for civil conduct.

Article 25 The president, vice-president and secretary-general of this Association shall be approved by the Council, reported to the Party Committee of the Education Bureau of * * * and approved by the Civil Affairs Bureau of * * District before taking up their posts.

Article 26 The term of office of the President, Vice-President and Secretary-General of this Association is five years, and the longest term of office of the President, Vice-President and Secretary-General shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the Party Committee of the Education Bureau of * * *, and approved by the Civil Affairs Bureau of * * District before taking office.

Article 27 The president of this Association shall be the legal representative of this Association.

The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.

Article 28 The President of this Association shall exercise the following functions and powers:

(a) to convene and preside over the Council and the Standing Council;

(two) to check the implementation of the resolutions of the members' congress, the Council and the Standing Council;

(3) Signing relevant important documents on behalf of this Council.

Article 29 The Secretary-General of this Association shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Council for discussion and adoption;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Article 30 Sources of membership fees of the Association

Article 31 The Association shall collect membership fees in accordance with the relevant provisions of the state, and the standards for collecting membership fees shall be adopted by the member congresses.

Article 32 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members. Strictly implement the accounting system of non-profit social organizations.

Article 33 An association shall establish a strict management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.

Article 34 The Association shall be equipped with accountants with professional qualifications, and it shall be remembered that they shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 35 The asset management of this Association must implement the financial management system stipulated by the state, accept the supervision of the members' congress and the financial department, and publish relevant information to the society in an appropriate way.

Article 36. Before changing its legal representative, the Association must accept the financial audit organized by the Civil Affairs Bureau of * * District and the Education Bureau of * * District.

Article 37 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Thirty-eighth due to limited funds, the association can only give appropriate subsidies to the staff stationed in the association. The office expenses and treatment of the president of the grass-roots branch will be subsidized by the school.

Chapter VI Procedures for Amending the Articles of Association

Article 39 Any amendment to the articles of association of this Association shall be approved by the Council and deliberated and adopted by the members' congress.

Article 40 The revised articles of association of this Association shall come into effect within 15 days after being passed by the members' congress, deliberated and agreed by the Party Committee of the Education Bureau of Central District of * * *, and approved by the Civil Affairs Bureau of * *.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41 If the Association needs to be cancelled due to the completion of its purpose, voluntary dissolution, division or merger, the Council or the Standing Council shall propose a termination motion.

Article 42. The motion to terminate the association was voted by the members' congress and reported to the Party Committee of Education Bureau of Central * * * * District for approval.

Forty-third before the termination of this association, a liquidation organization should be established under the guidance of the Party Committee and relevant departments of the Central District Education Bureau to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, activities other than liquidation shall be stopped.

Article 44 The Association shall be terminated after the cancellation of registration by the Civil Affairs Bureau of * * District.

Article 45 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the Party Committee of the Central District Education Bureau and the Central District Civil Affairs Bureau in accordance with relevant state regulations.

Chapter VIII Supplementary Provisions

Article 46 The Articles of Association was adopted by the general meeting of members on February 38, 2003.

Article 47 The right to interpret the Articles of Association belongs to the Council of the Association.
