In order to strengthen the construction of rural teachers, attract outstanding talents to teach, cultivate outstanding teachers who can go to school, stay and teach well, and further improve the free education system for normal students in our province, these measures are formulated according to the Implementation Opinions of Shandong Provincial Party Committee and Shandong Provincial People's Government on Comprehensively Deepening the Reform of Teacher Team Construction in the New Period and referring to the implementation measures for free education for normal students in normal universities directly under the Ministry of Education.

The term "free education for normal students" as mentioned in these Measures refers to the training and management system implemented by Shandong provincial universities for normal undergraduate majors, in which the provincial finance bears the tuition and accommodation fees during the school period and gives certain living expenses subsidies, and students fulfill relevant obligations in accordance with the agreement. Chapter II Enrollment and Admission
Article 4
Ordinary high school graduates who love education voluntarily teach in rural schools for a long time after graduation. They have the conditions for admission to the general college entrance examination and the physical conditions for recognizing teachers' qualifications, and can apply for public-funded normal students.
Article 5
The education administrative department at the county level shall, jointly with the departments of organization establishment, human resources and social security, make overall consideration of the curriculum teachers' demand of the whole hospital and the establishment and use of rural primary and secondary schools according to the construction plan of teachers' team, and determine the demand plan and subject distribution of the publicly-funded normal students. With the consent of the county-level government, it shall be reported to the municipal education administrative department, which shall, jointly with the departments of organization establishment, human resources and social security, review and summarize before the end of each year 10, and report to the provincial education administrative department after being approved by the municipal government. With the approval of the provincial education administrative department and the human resources and social security department, colleges and universities will be trained on the basis of merit, and enrollment plans will be arranged in different cities and specialties to ensure the effective connection between enrollment training and teacher post requirements.
Article 6
In our province, public enrollment is admitted in batches in advance. Candidates' college entrance examination results meet the requirements of our province, and they promise to engage in education and teaching in rural schools for not less than 6 years after graduation. Municipal education administrative departments and training institutions should strengthen policy propaganda and guidance, and encourage high school graduates to actively apply for public-funded normal students by issuing enrollment brochures and carrying out policy propaganda.
Article 7
Before enrolling teachers at public expense, we must sign the Free Education Agreement for Normal Students in Shandong Province with the municipal education administrative department that trains colleges and universities and directs employment, so as to clarify the rights and obligations of the three parties. Encourage and support public-funded normal students to teach for a long time and for life. Those who fail to sign a tripartite agreement as required shall be deemed to have waived their admission qualification.
Chapter III Public Fee Training
Article 8
Training institutions should systematically design training programs according to the requirements of basic education development and curriculum reform, based on the principles of putting moral education first, specializing in many skills, facing the countryside and strengthening practice. Strengthen the teacher's ethics education of normal students at public expense, establish advanced educational ideas, strengthen the professional ideal of long-term teaching, innovate training mode, strengthen educational practice, implement practical teaching system, comprehensively improve the training quality of normal students at public expense, and lay a solid foundation for becoming excellent teachers in the future.
Article 9
Each training university and targeted employment city should build a mechanism for local governments, primary and secondary schools and universities to train public-funded normal students. To cultivate colleges and universities, we should strengthen the management of public-funded normal students and arrange public-funded normal students to carry out educational practice in targeted employment cities. The municipal education administrative department shall assist the training institutions in selecting and establishing high-quality practice bases for normal students at public expense, cooperate with the training institutions to strengthen the management of the training process of normal students at public expense during their school days, and pay attention to the growth and development of normal students at public expense.
Article 10
Training institutions in accordance with national, provincial and other relevant policies. To formulate specific measures for the withdrawal and entry of public-funded normal students during their school days. Public-funded normal students can choose their second major within the scope of normal majors in accordance with the methods and procedures stipulated by their schools and with the consent of the targeted employment cities. For normal students who are not suitable for teaching at public expense after admission, the tuition, accommodation and living allowance they have enjoyed within one year of admission will be refunded, and their schools will adjust them to non-normal majors that meet the admission conditions according to the results of the college entrance examination in that year. Excellent students who are interested in teaching and meet the requirements can change their major according to the regulations of each school. Upon my application, with the consent of the school and the education administrative department of the targeted employment city, they can be turned into public-funded normal students in the enrollment plan approved by the school, and an agreement is signed. The school will refund their tuition fees, accommodation fees and reissue living allowances according to the relevant standards. Generally speaking, normal students at public expense are not allowed to extend their study period because of changing majors.
Article 11
The provincial finance will allocate public education funds according to the standard of 10000 yuan per student per year for cultivating colleges and universities. Among them, the standard of living allowance is 4,000 yuan per student per year, which is paid in full by the school to the normal students at public expense according to the standard of 400 yuan per person per month. According to the level of economic development and financial resources, gradually improve the allocation of funds and living allowance standards for public-funded normal students.
Chapter IV Employment
Article 12
Under the leadership of the municipal government, the employment of normal students at public expense is organized and implemented by the municipal education administrative department, organization department and human resources and social security department. Before the public-funded normal students graduate, the municipal education administrative department shall, jointly with the relevant departments, formulate and publish the implementation measures for the employment of public-funded normal students, establish a competitive appointment system, and incorporate the performance and academic achievements of public-funded normal students during their school days into the content of competitive appointment inspection. Every year 1 1 month ago, the training institutions will send the information and training situation of publicly-funded normal college graduates to the municipal education administrative department through the management platform of publicly-funded normal college students.
Article 13
Generally speaking, graduates from publicly-funded normal colleges are assigned to rural schools with a shortage of subject teachers. The municipal education administrative department shall, jointly with the human resources and social security departments, organize the employing units and normal students at public expense to carry out special recruitment within the required positions in accordance with the requirements of the Open Recruitment System for Newly Recruited Personnel in Institutions, and implement the teaching of schools and positions for graduates of normal students at public expense through competitive recruitment and two-way selection. The relevant county-level governments should give priority to the use of spare time in rural primary and secondary schools, and if necessary, make use of temporary working account preparation to ensure that all public-funded normal students who meet the admission requirements are on duty. During the service period stipulated in the agreement, normal students at public expense can move between local rural schools or engage in education and teaching management.
Chapter V Performance Management
Article 14
Normal students at public expense should strictly fulfill the agreement, and the education administrative departments of training universities and targeted employment cities should take the lead in performance management during the training period and after graduation. The municipal administrative department of education shall be responsible for the performance management of teachers' graduates at public expense within their respective administrative areas, establish credit files, publish default records, and record them in personnel files, and be responsible for the collection, management and use of funds returned by default. The returned liquidated damages should be used for special purposes, mainly for personnel recruitment, performance management, and recognition and reward of normal students at public expense.
Article 15
The situation of the suspension agreement. If the normal students at public expense are unable to perform the agreement due to illness, enlistment and other reasons, they shall go through the suspension agreement, and their performance shall be suspended after being examined by the training institutions and approved by the education administrative department of the city with directional employment. After the situation permits, the agreement can be continued after verification by the education administrative department of the targeted employment city.
Article 16
The termination of the agreement and its handling. In any of the following circumstances, the agreement shall be terminated with the normal students at public expense.
During the period of studying at school, it is determined by the designated hospital of the training university that he can't finish his studies due to physical reasons;
During the period of study at school or the service period stipulated in the agreement, the designated hospital recognized by the education administrative department of the training university or the oriented employment city confirms that it is not suitable to engage in the teaching profession due to physical reasons.
Article 17
Dissolution of agreement and handling of breach of contract.
Under any of the following circumstances, the training institutions have the right to terminate the agreement, and students will no longer enjoy the policy of public education for normal students, and they must return the public education expenses they have enjoyed to the training institutions within one month from the date of termination of the agreement.
1. Being expelled from the school for violating the criminal law or laws, regulations, rules and other national regulations or school rules and regulations;
2. Drop out of a training college or university or drop out automatically.
Except for special reasons such as dropping out of school and failing to graduate normally, if the publicly-funded normal students fail to obtain the corresponding academic degree certificate and teacher qualification certificate within the specified time, in addition to returning the publicly-funded education fees, they should also pay liquidated damages and other expenses to the training institutions.
After graduation, students who meet the admission requirements but meet any of the following conditions shall be deemed to be in breach of contract, and shall refund the public education funds in full and in time, and pay liquidated damages and other expenses. Those who fail to refund the public education funds and pay liquidated damages in full and on time will be included in the social credit system.
1. Failing to engage in education and teaching in rural primary and secondary schools as agreed. After making the decision of breach of contract 1 month, the publicly-funded normal students should return the publicly-funded education expenses they enjoy to the education administrative department of the targeted employment city in one lump sum and pay the liquidated damages.
2. Those who have been engaged in education and teaching in rural primary and secondary schools for less than 6 years and have not been approved by the education administrative department of the targeted employment city will be refunded the public education funds enjoyed by the education administrative department of the targeted employment city at one time, and pay liquidated damages according to the proportion of insufficient service years per year 16.6%.
Article 18
Normal students at public expense should be employed according to the agreement. In principle, cross-city employment is not allowed. However, those who volunteer to teach in remote and poverty-stricken counties in our province can apply in the last semester of graduation school year 1 1, and after being approved and signed by the education administrative department of the city where the training institution is located, they can cross-city employment and fulfill their service commitments.
Article 19
If the normal students at public expense resort to deceit or commit other violations in the process of applying for the exam, studying, changing majors, obtaining employment, studying and teaching, they shall be dealt with according to the relevant provisions.
Chapter VI Incentive Measures
Article 20
During the training period, normal students at public expense should apply for a full-time master's degree. Before registration, it must be approved by the education administrative department of the targeted employment city according to the relevant procedures, and sign a supplementary agreement, promising to return to the targeted employment city on schedule to engage in rural education and teaching for not less than 6 years after graduation, and can retain the status of public-funded normal students before graduation. During the period of studying for a master's degree, you will not enjoy the subsidy of public education funds. Normal students at public expense can apply for part-time graduate students during the training period and service period.
Article 21
Tuition-free normal students who meet the exemption conditions must be approved by the education administrative department of the targeted employment city, and can be exempted after signing a supplementary agreement, and promise to return to the targeted employment city on schedule to engage in rural education and teaching for not less than 6 years after graduation. Normal students at public expense can apply for the "Master of Education in Rural Schools Teacher Training Program" and have been engaged in rural education and teaching in targeted employment cities for a total of 6 years.
Article 22
Excellent normal students at public expense can enjoy other non-compulsory scholarships according to relevant regulations, and can participate in the selection of national scholarships and provincial government scholarships. Encourage local governments and all sectors of society to set up special scholarships for normal students at public expense. Support the training of colleges and universities to send outstanding public-funded normal students to participate in domestic and international exchange studies, teaching skills competitions and other activities.
Article 23
Municipalities should incorporate the on-the-job training of public-funded normal students after performing their duties into the training plan for primary and secondary school teachers, implement a five-year cycle teacher training system, and support the professional growth and lifelong development of public-funded normal students.
Article 24
The effect of cultivating excellent primary and secondary school teachers is regarded as a key index to evaluate the running level of normal universities. Give preferential policies to normal colleges and universities that have made positive contributions to the implementation of free education for normal students, and further increase support for normal majors.
Article 25
The municipal education administrative department shall, jointly with the training institutions, establish an incentive mechanism for outstanding public-funded normal students, and reward them with excellent academic performance and dedication.
Chapter VII Conditional Guarantee
Article 26
The provincial education administrative department is responsible for making enrollment plans, filing students at public expense, and urging and guiding all cities and schools to do a good job in the employment performance management of students at public expense. Municipalities, departments and relevant universities should earnestly strengthen work coordination and establish a sound coordination mechanism. The education administrative department is responsible for enrollment, training, teacher qualification identification, employment guidance, post implementation, dispatch, performance management, default refund management and other related work; The organization department is responsible for the implementation of the preparatory work for teachers' graduates to teach in rural primary and secondary schools at public expense; The human resources and social security department is responsible for the personnel transfer of normal students at public expense; The financial department is responsible for the implementation of relevant funds. The municipal and county governments should provide necessary working and living conditions and circulating dormitories for normal graduates to teach at public expense in rural schools.
Chapter VIII Supplementary Provisions
Article 27
These Measures shall apply to the public-funded normal students who signed the Agreement on Public-funded Education for Normal Students in Shandong Province. The students who signed the Free Education Agreement for Normal Students in Shandong Province and the Free Education Agreement for Normal Students in Shandong Province in 20 18 and 20 19 and are studying at public expense shall be managed with reference to Article 20 of these Measures, allowing them to apply for full-time postgraduate students according to the prescribed procedures during the training period.
Article 28
These Provisions shall take effect from 20 19 12 1 and shall be valid until 20241/.
