The plan holds that the development of children is related to the future of the country and the hope of the nation. It is necessary to ensure children's education, improve the funding system for preschool education, and help children with financial difficulties and orphans and disabled children receive inclusive preschool education.
The "Planning" requires, first, early education for infants and young children. Relying on kindergartens and teaching points, provide early care and education guidance services for children under 3 years old and their families. Take various forms to publicize and popularize early education knowledge, and encourage the media to set up public welfare early education programs (columns). Establish a counterpart assistance mechanism for urban and rural kindergartens, and organize experts and experienced volunteers to carry out scientific early education services in remote areas.
Second, promote pre-school education. Adhere to the government-led, social participation, public and private development, and expand inclusive preschool education resources in poverty-stricken areas in various forms. We will increase the support of major projects of the central government's preschool education development, rural preschool education promotion projects and provincial preschool education projects to concentrated contiguous areas with special difficulties. We will expand the pilot project of roving teaching of preschool education in remote rural areas in the central and western regions, set up teaching points in mountainous and pastoral areas with scattered populations, recruit college graduate volunteers to carry out roving teaching through government purchase of services and mobilization of social forces, and the central government will give appropriate subsidies. Promote local governments to formulate timetables and road maps for the standardization of schools in the compulsory education stage, and solve outstanding problems such as insufficient boarding conditions for rural compulsory education, excessive class size, difficult transportation to and from school, and substandard basic teaching instruments and books. Support all localities to formulate and implement plans for the construction of teachers in poverty-stricken areas, coordinate the reform of teacher appointment (employment) system, the special post plan for teachers in rural compulsory education schools, the national training plan for primary and secondary school teachers, the rational flow of teachers, and counterpart support, so as to systematically solve the problem of lack of qualified teachers in poverty-stricken areas. The central government will give a living allowance policy to teachers in township schools and teaching points in concentrated contiguous areas with special difficulties. Comprehensively consider the needs of improving the quality of education, rising prices, information education and physical examination of students, and timely raise the standard of public funds per student in rural compulsory education schools.
Fourth, promote the informatization construction of rural schools. Vigorously promote broadband network school-to-school communication, high-quality resource courses, and online learning space for everyone. All localities should actively promote the access of primary and secondary schools in poverty-stricken areas to broadband networks in combination with the implementation of the "Broadband China" strategy and the informatization of poverty-stricken villages. Incorporate the construction of school information infrastructure into new schools, reconstruction and expansion, and reconstruction of weak schools.
