Teachers must have a technical secondary school education or above and hold a kindergarten teacher qualification certificate; Nurses must hold a nurse's card.

The exposure draft requires that there should be no more than 15 children in each class, and there should be no less than 2 baby-care tutors in the daily class of the early education class. If parent-child activities are organized in groups, each class shall be equipped with at least 2 baby-care instructors.
