Harbin Conservatory of Music is the only independent public undergraduate art college in Heilongjiang Province, one of the eleven independent professional music colleges in China, and one of the first-class discipline construction universities in Heilongjiang Province.

Relying on Harbin's geographical advantages over Russia and the tradition of music culture, and in accordance with the internationalization and high-level orientation of running a school, the college has defined the training mode of elite talents, established the school-running concept of "starting from a high point, cultivating elites, creating the frontier and developing with characteristics", condensed the school motto of "loving music and respecting morality", and formed the school-building spirit of "overcoming difficulties, making progress, being willing to contribute and dare to innovate".

Cooperative education:

Harbin Conservatory of Music insists on running an international school, with St. Petersburg Conservatory of Music in Russia as the main cooperative body and Gunter Olga, the former president of St. Petersburg Conservatory of Music, as honorary president, and decides to promote the establishment of Sino-Russian joint talent training programs, joint implementation of teaching plans and other teaching cooperation mechanisms.

The college has successively sent 2 1 Russian experts to give lectures, hired foreign performers mainly from Russia to form the Sino-Russian Symphony Orchestra of Harbin Conservatory of Music, and sent teachers and students to St. Petersburg Conservatory of Music in Russia for short-term study every year to implement in-depth and extensive Sino-Russian cooperation.

The College has continuously strengthened friendly cooperation with Europe, Northeast Asia and countries around the Belt and Road Initiative, and has established cooperative relations with internationally renowned institutions such as Khabarovsk National Academy of Culture and Art, Kazan Conservatory of Music, herzen National Normal University, Otani University in Sapporo, Korea Agricultural University, Dresden Conservatory of Music in Germany, Hamburg Conservatory of Music in Germany, Blackmore Conservatory of Music in Germany, and Higher Conservatory of Music.

The College held more than 100 concerts of foreign experts and master classes, and held activities such as "China-Russia Presidential Forum", "China-Russia International Music Seminar", "International Music Exchange Week" and "China-Japan Youth Music Exchange Conference", which realized normal international exchanges and interactions.
