Second, handle non-household registration according to law.
(1) Persons without registered permanent residence who do not conform to the family planning policy. For children born outside the policy or out of wedlock, I or my guardian can apply for permanent residence registration with the medical certificate of birth and the household registration book, marriage certificate or explanation of the out-of-wedlock birth of one parent, in accordance with the policy of voluntary settlement with parents. If you apply to settle down with your father, have illegitimate children and have no hukou, you need to submit a paternity test certificate issued by a qualified appraisal machine.
(2) Persons without registered permanent residence who have not obtained a medical certificate of birth. If a person without a hukou was born in a midwifery institution, he or his guardian may apply to the midwifery institution for a medical certificate of birth; For the non-registered personnel born outside the midwifery institution, their own or guardians need to provide the paternity test certificate issued by a qualified appraisal institution, and entrust the institution to the county-level health and family planning administrative department to handle the Birth Medical Certificate. Persons without household registration or their guardians shall apply for registration of permanent residence with the medical certificate of birth and the household registration book, marriage certificate and explanation of illegitimate birth of one parent.
