With a bachelor's degree or above in national education series, and obtained the teacher qualification certificate of teaching subjects and corresponding study sections, under the age of 40, meeting one of the following conditions:

1. High-level education talents: provincial super teachers with advanced professional and technical qualifications, outstanding principals or teachers above the provincial level (including teaching rookies, outstanding class teachers and advanced educators), model workers above the provincial level, and famous principals above the provincial level (including backbone teachers, academic leaders and chief teachers).

2. Excellent teachers: backbone teachers at or above the county level (employed by the education administrative department) or in-service teachers with intermediate professional and technical qualifications who have won excellent awards at or above the county level in recent five years (referring to outstanding teachers, advanced educators, outstanding class teachers, teaching rookies and outstanding principals selected by the education administrative department or government departments).

Special education and director are not limited by the above two conditions, but they need to have more than 2 years of work experience.
