The first is that the government's supervision of early education institutions is not strict. If local government agencies can regularly inspect early education institutions to find out whether they are qualified or not, and at the same time, the funds collected by them should be secured by mortgage to ensure that they will not run away without permission, but if these cannot be done, the criminal cost will be extremely low, which will also cause this situation.

The second word, then naturally, is the greedy psychology of those people in early education institutions. Obviously, they can earn a lot of profits through formal early education, but also collect money through this illegal means. This is obviously inseparable from people's greed psychology, and we all know that there is no way to eliminate this psychology. Only by some means can we curb the greed of these people and make them afraid to do so. This requires us to strengthen legislation and increase punishment to make it illegal.
