Encourage and guide social capital to participate in city appearance and environmental sanitation. Ninth city, county, district people's governments and relevant departments should strengthen the publicity of laws, regulations and rules of city appearance and environmental sanitation, and guide citizens to consciously abide by the provisions of city appearance and environmental sanitation management.
Education departments and schools should incorporate the knowledge of city appearance and environmental sanitation into school education, organize students to carry out practical activities of city appearance and environmental sanitation education, and cultivate students' awareness of environmental sanitation.
The operation or management units of public places such as stations, tourist attractions, squares and parks should strengthen the publicity of city appearance and environmental sanitation, and enhance citizens' consciousness of consciously maintaining city appearance and environmental sanitation.
Television, newspapers, Internet and other public media shall arrange publicity content for public welfare of city appearance and environmental sanitation, and supervise acts that violate the provisions on the administration of city appearance and environmental sanitation. The area of responsibility across administrative regions shall be determined by the administrative department of urban management at the next higher level.
The person in charge of city appearance and environmental sanitation shall fulfill the responsibilities stipulated in Article 12 of these Measures, and sign a letter of responsibility with the county-level city management administrative department, and accept supervision and management.
