Article 2 The acceptance of international students should follow China's foreign policy and education system, take into account the situation of the sending country, and implement the policy of adhering to standards, selecting the best students, creating conditions and gradually increasing them.
Article 3 The teaching and training of international students are basically carried out in accordance with the teaching plans formulated by various schools, but necessary adjustments can be made according to the situation and requirements of international students.
Fourth, strict requirements should be imposed on the study of foreign students and help them seriously; Positive political influence, not imposed on others; Take care of your life properly and manage it carefully.
Chapter II Project Acceptance
Article 5 The categories of accepting international students are secondary school students, junior college students, undergraduates, graduate students and advanced students. International students are limited to majors that are open to the outside world in China. Top secret majors generally don't accept students. The confidentiality major accepts foreign students, and the school shall report to the higher authorities for examination and approval, and then report to the State Education Commission for the record.
Article 6 All international students accepted in the name of the government shall be examined and approved by the State Education Commission. On the premise of completing the national task, the foreign students accepted by colleges and universities through inter-school exchanges or other means shall be examined and approved by the receiving institutions and reported to the higher authorities and the State Education Commission for the record.
Article 7 The education background, age and health status of international students shall conform to the regulations of China on accepting international students. International students must abide by the laws of our country and the rules and regulations of our school after coming to China.
Those who apply for undergraduate and postgraduate courses in science, engineering, agriculture, medicine and management need to take the entrance examination (unless otherwise agreed). Those who fail the undergraduate examination and are close to the admission criteria can enter the preparatory course for one year, and then enter the undergraduate course after passing the final examination, or enter the junior college or technical secondary school, or drop out. Those who fail the postgraduate entrance examination can be arranged as advanced students. The major of advanced students should generally be consistent with my original major.
Article 8 Foreign students studying in China hold ordinary passports. Anyone who holds a diplomatic, official or special (or official) passport must issue a note by the relevant embassy in China before entering the school, declaring that he will give up the relevant privileges during his study in China, and go through the corresponding formalities with the public security organs in China.
Chapter III Teaching Work
Article 9 Doing well in teaching is the central link in training international students. According to China's education system and teaching plan, combined with the actual situation of international students, we should arrange teaching well. It is necessary to strengthen teaching research, improve teaching methods and improve teaching quality. Foreign students should not only study strictly, but also take care of their characteristics and difficulties. If necessary, you can add or subtract courses and contents, or you can take classes alone to let them learn real skills.
Article 10 International students who can't study Chinese as their major need to study basic Chinese for one year after coming to China, and can only enter professional study after passing the Chinese proficiency test. Undergraduate study of China's language and literature, history, philosophy and traditional Chinese medicine requires two years of basic Chinese. The study time of basic Chinese and preparatory courses is not included in the professional study years.
Political theory course is a compulsory course for foreign students majoring in philosophy, politics, economy and scientific socialism. It is an optional course for international students studying other majors. China profile class or special lecture, foreign students voluntarily participate.
Physical education class is an elective course.
Eleventh secondary school students, junior college students, undergraduates and graduate students who have completed their studies and passed the examination will be issued with graduation certificates; If the results are unqualified, a certificate of completion will be issued. Any scholar who takes a break shall be issued a certificate according to the relevant regulations, and the number of years of study shall be indicated on the certificate. Advanced students complete the study plan of the advanced class and issue the study certificate of the advanced class. According to the Regulations of People's Republic of China (PRC) on Academic Degrees, undergraduate and graduate students can be awarded corresponding degrees. In order to facilitate the employment of undergraduate graduates after returning to China, according to the needs of the sending country, the holder can be indicated on the bachelor's degree certificate of engineering, medicine and agriculture that he has the working qualification of engineer, doctor or agronomist.
Article 12 With regard to the use of teaching materials, books, archives and materials by international students:
Textbooks, handouts, reference materials, etc. For China students of this major, in principle, it should be provided to international students. International students can borrow books, newspapers, periodicals and documents from the library according to regulations. Foreign students are allowed to subscribe to domestic publications, newspapers, school publications and reference news. If the professional learning needs do not involve state secrets, with the approval of the school leaders, foreign students can be provided with unpublished books, periodicals and materials in China.
(2) Photocopyed books, periodicals and materials in foreign languages, except confidential books, periodicals and materials which are marked as prohibited for foreigners to read when photocopying, may be borrowed by foreign students in the library, but no photocopying is allowed.
(three) foreign students need to use the historical archives of China for professional study, and should apply according to the procedures stipulated by the State Archives Bureau.
(4) All teaching materials, handouts, materials, students' own study notes, audio recordings, videos and photos issued by the school to international students are allowed to be carried or mailed out of the country; Among them, books, periodicals and materials that are not publicly distributed in China shall be issued with certificates after examination and approval by the school, and the customs shall allow them to be carried or mailed out of the country with the certificates.
Chapter IV Professional Practice and Social Investigation
Thirteenth relevant departments and schools should arrange for international students and China students to study together or independently according to the teaching plan.
Social investigation related to major is an integral part of teaching. According to the research topics and survey outlines agreed by schools and localities, liberal arts students can be arranged to collect information and data in relevant regions and units.
Article 14 The internship or inspection plan for international students shall be examined and approved by the school. To open areas and non-confidential units, schools can contact themselves. Those who go to a confidential unit shall be examined by the higher authorities of the school, approved by the higher authorities of the unit and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and copied to the State Education Commission and the public security departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government. To go to Class D areas, in addition to going through the above-mentioned examination and approval procedures, you should also obtain the consent of the relevant major military regions. To go to areas B, C and D, you need to apply for a travel permit at the local public security organ before going.
Fifteenth relevant departments and local people's governments should arrange some factories, mines, shops, construction sites, hospitals, farms and villages as fixed places for foreign students to carry out professional practice and social investigation. The reception unit shall, under the leadership of the local foreign affairs office, formulate rules and regulations and send personnel to guide the internship. For the life of international students, you can apply to the local commercial department for daily necessities such as non-staple food according to relevant regulations, and you can take proper care of them when necessary without making special arrangements.
Chapter V Management of Ideological and Political Work and Political Activities
Article 16 We should provide entrance education for international students, introduce relevant laws and regulations in China, and help them understand our education system and adapt to our living habits. Combined with the ideological status of overseas students, we often carry out diligent, law-abiding, United and friendly education to help them understand China's politics, history, culture, economy, customs and habits, and introduce China's political views according to different audiences.
Ideological and political work should be targeted, patient, meticulous, flexible and vivid. China teachers and students are encouraged to make friends with foreign students.
Seventeenth foreign students can participate in China's public political activities and related activities of China Student Union in their schools. At home, international students can participate in major festivals, anniversaries and activities at home and abroad, such as assemblies and parades. Schools should strengthen leadership and do a good job in organization and management.
Foreign students are not allowed to participate in political activities in China.
Article 18 On the premise of observing the rules and regulations of the school, with the approval of the school, foreign students can hold activities to celebrate their national day, independence day and revolutionary day in their own country or in many countries, such as showing movies, holding photo exhibitions and posting publicity materials. , but there must be no anti-China, obscene or attacking third countries. Schools should ask them to cut off, replace or stop activities if they find content unsuitable for screening and exhibition.
Nineteenth important traditional festivals or religious festivals for international students (such as Eid al-Adha, Christmas, Easter, etc.). ), the school does not have a holiday, if students take time off, they can be given one to three days off; Those who return to the China Embassy for vacation from other places are allowed no more than seven days. This school does not provide places for religious ceremonies. If international students want to hold religious ceremonies in temples or churches, they can contact them themselves.
Article 20 When an international student establishes a domestic or multinational student organization with the purpose of study and friendship on campus, the organizer shall submit a written application to the school and report it to the local public security organ for the record after approval by the school. The establishment of inter-school and inter-regional organizations and the holding of assemblies and processions shall be handled by the organizers to the local public security organs in accordance with the relevant provisions of China.
Twenty-first staff of foreign embassies (consulates) should meet their own students at school in accordance with the reception system. If the school is required to provide a place, it can be agreed. If schools are required to arrange meetings with students from other countries, or hold activities with students from other countries, they should either refuse or allow them to contact themselves according to different objects and conditions.
Foreign students or foreign embassies (consulates) in China invite our teachers and students to the embassy (consulate) to watch movies or participate in other activities, which should be handled in accordance with relevant regulations.
Twenty-second in the teaching of political theory and ideological and political work, we should draw a clear line between political issues, academic issues and lifestyle. On political issues, we should draw a clear line between vague understanding, different political views and slanderous and provocative remarks. If you have a vague understanding, you should explain it patiently; For people with different political views, we should explain our views positively and seek common ground while reserving differences; We should make a solemn statement about slanderous and provocative remarks, but don't get entangled in them. On academic issues, students are allowed to discuss and express their opinions freely, and do not insist on unanimity. As long as it doesn't violate the school rules and the laws of China, don't interfere with lifestyle issues.
Chapter VI Management of Student Status
Twenty-third students should be carefully managed in accordance with the provisions of the school's student status management. For foreign students who abide by school discipline and have excellent academic performance, the school can give praise, issue certificates and prizes, or hold a commendation meeting and announce it in the whole school.
When foreign students do good deeds inside and outside the school, the school should promptly praise them orally or in writing, and award appropriate prizes as appropriate. The school shall notify the embassy (consulate) in China or the dispatching unit in writing about the commended international students.
Article 24 Disciplinary actions against foreign students who make mistakes are warning, serious warning, demerit recording, detention, expulsion from school, and expulsion from school.
Those who are ordered to drop out of school or expelled from school must be examined by the higher authorities of the school and reported to the State Education Commission for approval. Other punishments are decided by the school.
When foreign students may be ordered to drop out of school or expelled from school, the school should reiterate the regulations in writing to the parties in advance, explain the consequences, and send a copy to the relevant embassy (consulate) or dispatch unit in China to strive for their cooperation. For international students who make progress within one year, the punishment may be lifted. Those who do not change after education can be ordered to drop out of school; The examination and approval authority that ordered the suspension of school shall handle it in accordance with the second paragraph of this article.
Once a disciplinary action is decided, the school shall notify the relevant embassy (consulate) or dispatching unit in writing in addition to announcing it to the parties concerned.
Twenty-fifth foreign students' performance assessment, promotion and retention (demotion), suspension and withdrawal management, in principle, should be the same as China students. People who study in the preparatory course do not repeat the grade. Where the implementation of the credit system in colleges and universities in accordance with the provisions of each school. If the relevant embassies (consulates) in China ask for the transcripts and study comments of international students, they can be provided directly by the school.
Article 26 If an international student cannot recover due to illness in a short period of time, or needs to drop out of school due to attendance, performance assessment and other reasons, the school leader shall approve it, notify the relevant embassy (consulate) or dispatching unit in writing, and report it to the higher authorities and the State Education Commission for the record.
If foreign students need to drop out of school, they need to be certified by the embassy (consulate) in China or the dispatched unit to the school, approved by the school, and reported to the higher authorities and the State Education Commission for the record. Foreign students accepted in the name of the government who want to resume their studies, transfer schools, change their majors, change their student categories and extend their study period shall be reported to the State Education Commission for approval by the embassy (consulate) in China or the dispatching unit; International students accepted through inter-school exchanges or other means shall be examined and approved by the school and reported to the higher authorities and the State Education Commission for the record.
Chapter VII Life Management and Social Management
Article 27 We must conscientiously do a good job in the life management and social management of international students, ensure their normal study and living conditions, and protect their legitimate rights and interests and safety. It is necessary to strictly implement the management system and educate them to consciously abide by it. We should try our best to meet the reasonable requirements for them; Unreasonable or unconditional requirements should be explained in time.
Article 28 We should take proper care of the material life of international students, but it is different from entertaining foreign guests and experts. We should care about their health, make efforts to prepare meals, and pay attention to diet and environmental sanitation. We should respect their religious beliefs and national habits and take care of their dietary characteristics. The foreign student canteen should establish necessary rules and regulations, and pay attention to improving management. Foreign students need to buy cars and houses for work, so that they can live and work.
Twenty-ninth schools should actively organize healthy cultural entertainment and sports activities for international students, and local cultural and sports departments should provide convenience for this. Schools should do a good job in the daily medical care of international students, and health departments should designate hospitals to be responsible for the medical care and inpatient care of international students.
Thirtieth schools can organize overseas students to travel and visit during holidays to learn about the achievements of China's cultural and economic construction. The education departments of all provinces, autonomous regions and municipalities directly under the Central Government should make unified and coordinated arrangements. The cost standard and burden method shall be handled in accordance with relevant regulations. Do not take time off to travel during the study period; Passengers who go out on weekends shall not affect their normal study.
Foreign students who temporarily return to China or go to a third country or Hong Kong and Macao should be notified to the school ten days in advance by the relevant embassy (consulate) in China, and the relevant formalities can be handled only after the school agrees.
Thirty-first strengthen the management of foreign students' household registration and dormitory, and establish necessary rules and regulations. Foreign students' accounts and changes in our school should be reported to the local public security organs in a timely manner according to regulations. International students graduate, graduate, drop out of school, etc. , the school should promptly handle the formalities of dropping out of school and canceling the account. International students should abide by the school's system of meeting and staying, and go through the registration and declaration procedures for meeting and staying according to regulations. Foreigners who stay in school temporarily (those who do not accept diplomatic or official passports) should report to the local public security organ within 24 hours.
Thirty-second students and China citizens who have frequent contact with international students should be educated to correctly treat social, love and marriage problems between men and women in different countries. Don't interfere with the proper communication and love between foreign students and China citizens. Except for secondary school students, junior college students and undergraduates who are generally not allowed to get married in school, other students who want to get married with China people and meet the China Marriage Law and relevant regulations may be allowed to apply for registration with the China Marriage Registration Authority. The school does not provide rooms for couples.
Article 33 Educate the masses and service personnel in internationalism and patriotism to prevent or overcome nationalism and racism. Be warm and friendly to international students, treat them with courtesy, and be neither supercilious nor supercilious. Departments and units involved in the work of international students should establish necessary rules and regulations and do a good job in social management. When international students violate disciplines, rules and regulations or commit minor illegal acts, the relevant units will criticize and educate them or deal with them according to regulations; If the relevant units fail to stop it and it is possible to expand the situation, they shall report to the public security organs and ask for assistance.
Article 34 When the behavior of overseas students endangers China's national security, social order or the interests of others, the public security organ may take compulsory measures to restrain their behavior. When international students need to be detained, ordered to leave the country or deported in violation of the law, the public security organs of provinces, autonomous regions and municipalities directly under the Central Government (or report to the Ministry of Public Security) shall notify the relevant embassies (consulates) or dispatched units in China, and promptly notify the Ministry of Foreign Affairs and the State Education Commission. The illegal and criminal acts of overseas students should be handled by public security and judicial organs in accordance with Chinese laws.
Chapter VIII Organization and Leadership
Article 35 The work of international students shall be under the centralized management of the State Education Commission. Its tasks are:
(a) according to the relevant policies of the state, formulate specific policies and important rules and regulations for the work of international students;
(two) according to the requirements of the countries concerned, negotiate and sign an agreement on the exchange of international students;
(3) Formulating plans and schemes for receiving overseas students;
(4) To be responsible for foreign negotiations on international students' work, the reception of international students and the allocation of institutions;
(five) to check and summarize the work of international students and exchange work experience;
(six) to deal with important issues concerning the teaching and management of international students in all relevant units;
(seven) in accordance with the national acceptance plan, responsible for the allocation and management of special funds for international students, and to the Ministry of Finance unified annual accounts.
Article 36 The Ministry of Foreign Affairs shall cooperate with the State Education Commission to solve issues concerning principles and policies and the need for consultation through diplomatic channels.
Article 37 The Ministry of Culture shall sign cultural agreements with relevant countries to guide the development of cultural and recreational activities for international students in accordance with the plan for receiving international students in China.
Article 38 Under the guidance of the State Education Commission, the relevant embassies (consulates) abroad are responsible for foreign negotiations on matters concerning overseas students; Organize the assessment of international students in China, review the application materials of students, recommend the admission list, and introduce the relevant situation and regulations of China to the sending parties and international students; Apply for visas for international students in China; Investigate and understand the education situation in the sending countries of overseas students and the relevant situation of overseas students returning to China, and report to China in time. Embassies (consulates) stationed abroad should ask the State Education Commission for advice on the reception of foreign students and the specific problems in the reception work.
Article 39 The Ministry of Public Security is responsible for guiding local public security organs to manage the entry, exit, residence and travel of international students, the security of international students and the handling of illegal incidents.
Fortieth the relevant departments of the State Council should guide the teaching and internship arrangements of foreign students in their colleges and universities, and provide necessary facilities and related funds for accepting foreign students.
Article 41 The people's governments of relevant provinces, autonomous regions and municipalities directly under the Central Government shall strengthen their leadership over the work of overseas students. The foreign affairs offices of all provinces, autonomous regions and municipalities directly under the Central Government take the lead in coordination and are responsible for the implementation of foreign affairs policies and publicity and education. Under the centralized management of the education department, it is responsible for the coordination and organization of daily management, teaching, internship and travel.
Local public security, commerce, health, sports, railways, transportation, posts and telecommunications, customs and other relevant departments and units involved in the work of international students should cooperate closely to jointly do a good job in the social management and service of international students.
Forty-second colleges and universities concerned should earnestly strengthen the education and management of international students and put them on the agenda. One of the presidents of the principal and deputy schools (colleges) should be responsible for the work of international students. Schools may set up offices for international students to be responsible for the reception, ideological and political work, daily management and contact with relevant embassies (consulates). Educational administration, departments, logistics and security departments should do a good job in teaching, life management and safety of international students respectively. Students should assist the school to carry out extracurricular cultural activities for international students and promote friendly exchanges.
Article 43 Teachers and cadres who have good political and professional conditions and are enthusiastic about international students should be selected to engage in the teaching and management education of international students, and a stable team of teachers and cadres should be established. The management cadres of overseas students are foreign affairs cadres, who should enjoy relevant treatment according to their work needs and improve their policy level and working ability.
