You can take the No.8 bus.

After starting from Dongcun, Bus No.8 passes Changjiang Road, Yi 'an Avenue, Shicheng Avenue, Xueyuan Road, Tongdu Avenue and Shunfeng Road, and reaches the terminal Fengkuang or Tieshidang. The first bus departs in both directions at 6:20 am, and the closing time of Fengkuang (Tieshidang) is 18:00. After arriving at the foot of Phoenix Mountain, you can follow people directly, or you can take an electric car in the scenic spot (asking for money). Private cars are not allowed in and can only be parked in the parking lot on the side.
