Chapter I General Provisions Article 1 In order to promote the reading of the whole people, improve citizens' ideological and moral quality and scientific and cultural quality, and promote the progress of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the nationwide reading promotion activities within the administrative area of this province. Article 3 Reading for the whole people should adhere to the socialist core values, inherit and develop Chinese excellent traditional culture, spread scientific and cultural knowledge beneficial to social civilization and progress, enhance citizens' reading interest, cultivate citizens' reading habits, improve citizens' reading ability, and guide the formation of a social atmosphere that loves reading, likes reading and is good at reading. Article 4 To promote national reading, we should adhere to the principles of government leading, social participation, resource sharing and benefiting the public, establish and improve the service guarantee system, and improve the quality of national reading service. Article 5 People's governments at or above the county level shall strengthen their leadership in promoting reading for all, and coordinate and guide relevant departments, people's organizations, enterprises, institutions and other social organizations to promote reading for all. Article 6 The people's governments at or above the county level shall incorporate the promotion of reading for all into the national economic and social development plan, the funds for promoting reading for all into the fiscal budget at the corresponding level, and the construction of public facilities for reading for all into the urban and rural construction plan and the overall land use plan. Article 7 The press, publication, radio, film and television departments of the people's governments at or above the county level shall be in charge of nationwide reading within their respective administrative areas, formulate national reading plans and implementation plans, and organize nationwide reading activities.

Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, be responsible for promoting the reading of the whole people.

Township people's governments, sub-district offices, villagers' committees and residents' committees shall organize reading activities for the whole people according to local conditions. Eighth provincial people's government shall, in accordance with the relevant provisions of the state and the province, commend and reward organizations, families and individuals who have made outstanding contributions to the popularization of reading for all. Chapter II Development of Reading Article 9 The departments of press and publication, radio, film and television, education, science and technology in the province shall regularly recommend excellent publications for different readers, and the people's governments at or above the county level shall give priority to the procurement catalogues of various public reading places. Article 10 Public libraries should provide services such as literature information inquiry, borrowing and opening of public space facilities, and hold public lectures, training and exhibitions to promote and guide the reading of the whole people. Eleventh people's governments at all levels should strengthen the construction of rural bookstores and community bookstores, and give play to the position role of rural bookstores and community bookstores in national reading. Twelfth to encourage and support the national reading association, reading clubs and other mass organizations to carry out national reading promotion, research and service and other related work. Thirteenth advocate and support the construction of the national reading volunteer team, establish a reading promoter system in the national reading public service places, encourage and support people from all walks of life to join the reading promoter team, and organize professional reading counseling and promotion services for all kinds of readers.

The press and publication, radio, film and television departments of the people's governments at or above the county level shall provide free reading training services for the whole people to volunteers and reading promoters. Fourteenth to encourage and support libraries and libraries as the main body of the national reading service institutions digital platform construction, encourage and support publishing units to speed up the digital transformation of publications, and enrich digital reading resources.

Encourage and support Internet operators to open public reading service platforms. Fifteenth encourage and support qualified school libraries to open to the public on legal holidays and winter and summer vacations, and jointly carry out reading resource sharing services with public libraries. Article 16 People's governments at or above the county level and their relevant departments shall make full use of book fairs, cultural fairs, cultural festivals and other important cultural festivals and related cultural activities, organize nationwide reading activities, and cultivate and consolidate various scholarly brands.

April to June is the "scholarly Jilin reading season" every year. Seventeenth people's governments at or above the county level and their relevant departments, people's organizations, enterprises, institutions and other social organizations should carry out public welfare publicity of reading for all, and guide citizens to establish the concept of lifelong reading.

Newspapers, radio stations, television stations, periodicals and websites should set up national reading columns, programs, time slots and pages, popularize reading knowledge and methods, publicize reading activities, publish and broadcast public service reading advertisements, and recommend excellent reading materials.

Cable TV, communication and network operators should send public information to promote free reading for all. Eighteenth people's organizations, enterprises and institutions and other social organizations shall, in light of their own characteristics, use staff bookstores and popular science bookstores to carry out various forms of reading activities for the whole people.

All kinds of schools should set up reading places to provide reading conditions. Primary and secondary schools should arrange free reading time for students every day, guide reading activities and cultivate students' good reading habits. Nineteenth to promote family reading, guardians of minors should play an exemplary role, cultivate a good family style, and promote the development of reading habits of minors. Twentieth people's governments at or above the county level should regard reading for all as an important part of spiritual civilization construction and create an atmosphere of reading for all.

The people's governments at or above the county level shall strengthen the supervision and evaluation of the use of funds, the implementation effect and the service efficiency of major projects for reading by the whole people.

The relevant departments of the people's governments at or above the county level shall establish a nationwide consultation system for reading needs, unblock the consultation channels for reading needs, and conduct surveys on reading conditions.
